RESOLUTION NO. OMNI/CRA R-00-7.1
A RESOLUTION AUTHORIZING THE COMMUNITY
REDEVELOPMENT AGENCY (THE "CRA") I) TO
COORDINATE AND DEVELOP, IN CONCERT WITH
THE PORT OF MIAMI ("PORT"), THE FLORIDA
DEPARTMENT OF TRANSPORTATION ("FDOT") THE
DOWNTOWN DEVELOPMENT AUTHORITY ("DDA')
AND THE METROPOLITAN PLANNING
ORGANIZATION ("MPO"), A TRAFFIC STUDY WITH
THE GOALS OF: (A) INVESTIGATING THE TRAFFIC
IMPACT WHICH WOULD RESULT FROM THE
DEVELOPMENT OF THE FLORIDA MARLINS
STADIUM IN BICENTENNIAL PARK OR TWO OR
MORE ALTERNATIVE SITES WITHIN THE
REDEVELOPMENT AREA AND (B) PROPOSING
ALTERNATIVES TO PORT TRAFFIC THROUGH THE
REDEVELOPMENT AREAS IN AN ATTEMPT TO
MINIMIZE DISRUPTION IN THE REDEVELOPMENT
AREAS AND (C) RECONFIGURING THE OFF RAMPS
AFFECTING THE REDEVELOPMENT AREAS AND II)
TO ADVANCE FUNDS TO BEIFWENGER HOCH &
ASSOCIATES, THE TRAFFIC CONSULTANT UNDER
CONTRACT WITH THE PORT, TO PERFORM ASPECTS
OF THE TRAFFIC STUDIES AND COORDINATE WITH
THE DDA AND THE PORT FOR THE
REIMBURSEMENT OF THESE COSTS BY FDOT.
WHEREAS, the City of Miami approved and adopted the Omni Area
Redevelopment Plan pursuant to Resolution Nos. 86-868 and 86-607 (the
"Redevelopment Plan"); and
WHEREAS, the CRA is responsible for carrying out community
redevelopment activities and projects in the Omni Redevelopment Area (the
"Redevelopment Area") established pursuant to the Redevelopment Plan; and
WHEREAS, the CRA desires to coordinate and develop, in concert with
the Port, the FDOT, the DDA and the MPO, a traffic study with the goals of
(a) investigating the traffic impact which would result from the development
of the Florida Marlins Stadium in Bicentennial Park or two or more
alternative sites within the Redevelopment Areas, (b) proposing traffic
alternatives to Port traffic through the Redevelopment Area in an attempt to
minimize traffic disruption in the Redevelopment Area and (c) reconfiguring
the off ramps affecting the Redevelopment Areas.
WHEREAS, the CRA desires to advance funds to Beifwenger Hoch &
Associates, the traffic consultant under contract with the Port, to perform
aspects of the traffic studies and coordinate with the DDA and the Port for
the reimbursement of these costs by FDOT.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF
DIRECTORS OF THE COMMUNITY REDEVELOPMENT AGENCY OF
THE CITY OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to
this Resolution are incorporated herein as if fully set forth in this Section.
Section 2. The CRA is hereby authorized to coordinate and develop,
in concert with the Port, the FDOT, the DDA and the MPO, a traffic study
with the goals of a) investigating the traffic impact which would result from
the development of the Florida Marlins Stadium in Bicentennial Park or two
or more alternative sites within the Redevelopment Areas, (b) proposing
traffic alternatives to Port traffic through the Redevelopment Area in an
attempt to minimize traffic disruption in the Redevelopment Area and (c)
reconfiguring the off ramps affecting the Redevelopment Areas.
Section 3. The CRA is hereby authorized to advance funds to
Beifwenger Hoch & Associates, the traffic consultant under contract with the
Port, to perform aspects of the traffic studies and coordinate with the DDA
and the Port for the reimbursement of these costs by FDOT.
Section 4. This resolution shall be effective upon its adoption.
