RESOLUTION NO. OMNI/CRA x -00-6 A RESOLUTION AUTHORIZING THE COMMUNITY REDEVELOPMENT AGENCY ("CRA") TO DESIGNATE THE DOWNTOWN DEVELOPMENT AUTHORITY ("DDA') AS AN ADVISORY COMMITTEE TO PROVIDE INFORMATION AND TO MAKE RECOMMENDATIONS PERTAINING TO THE SITE SELECTION FOR THE PROPOSED MARLINS BASEBALL STADIUM. WHEREAS, the City of Miami approved and adopted the Omni Area Redevelopment Plan pursuant to Resolution Nos. 86-868 and 86-607 (the "Redevelopment Plan"); and WHEREAS, the CRA is responsible for carrying out community redevelopment activities and projects in the Omni Redevelopment Area (the "Redevelopment Area") established pursuant to the Redevelopment Plan; and WHEREAS, the CRA desires to designate the DDA as an advisory committee to provide information and to make recommendations pertaining to the site selection for the proposed Marlins baseball stadium. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are incorporated herein as if fully set forth in this Section. Section 2. The CRA is hereby authorized to designate the DDA as an advisory committee to provide information and to make recommendations pertaining to the site selection for the proposed Marlins baseball stadium. omw 1 r Section 3. The creation of a joint CRA/DDA partnership for the purpose of evaluating a master plan for CRA/DDA area including the OMN1. FDOT and DDA to study an alternative for the movement of truck traffic in and out of the Port of Miami. Further to remove truck traffic to and from the North/South grid in the Park West Overtown Area and to m;nimie disruption and neighborhood degradation in alternative sites. This study currently under contract by Miami -Dade County, MPO, State and FDOT will be given additional tasks orders respectively in studying traffic implications of the Marlin Stadium in the 3 alternative sites concurred with (A) from above, commencing immediately. The partnership process will be :cd by the Director of Strategic Planning and will overlap the Marlin Stadium Alternative Site (3) Study. Finally, it will be noted that the overall mission of the CRA is to implement the "Development Plan" thereby increasing property value within the District. Over the last fifteen years the City of Miami and the CRA have financed a number of plans and projects to redevelop the South East Overtown Park -West area with limited success. The siting of the Martin Stadium within the Redevelopment Area sincerely will have a profound and lasting positive impact in the redevelopment of the SEOPW area and will positively affect the development efforts of the DDA. The Marlin Stadium project is clearly the singularly most important undertaking of the CRA. Property value and increment revenues to the City and CRA will dramatically increase and the redevelopment mission will be greatly accelerated and enhanced. Siting the Marlin Stadium within the Urban Core of the City of Miami is an extreme priority and our actions must reflect a sense of urgency and priority- in allocating resources and people to this opportunity. I look forward to hearing your views at the CRA board meeting on Monday, January 24, 2000 at 5:30pm at the DDA Board Room.
