A RESOLUTION AUTHORIZING THE COMMUNITY
REDEVELOPMENT AGENCY (THE "CRA") TO
ACQUIRE LAND AND DEVELOP SIX (6) PARKING
LOTS WITHIN THE NW 3RD AVENUE BUSINESS
CORRIDOR AND AUTHORIZING THE EXECUTIVE
DIRECTOR OF THE CRA TO NEGOTIATE A
COOPERATION AGREEMENT WITH THE
DEPARTMENT OF OFF STREET PARKING, AN
AGENCY OF THE CITY OF MIAMI ("DOSP"), FOR DOSP
TO PROVIDE BIDDING, CONSTRUCTION AND
CONSTRUCTION MANAGEMENT SERVICES TO THE
CRA IN CONNECTION WITH THE CONSTRUCTION OF
THE SIX (6) PARKING LOTS TO SERVE THE NW 3RD
AVENUE BUSINESS CORRIDOR.
WHEREAS, pursuant to Resolution 98-592 adopted June 9, 1998, the
City of Miami Commission designated NW 3rd Avenue from NW 8th Street to
NW loth Street, and NW 8th Street from NW 3rd Avenue to NW 4th Avenue as
a "Priority Pilot Project" (the "NW 3rd Avenue Business Corridor Project");
and
WHEREAS, the NW 3rd Avenue Business Corridor Project is intended
to encourage commercial development by providing financial assistance and
infrastructure improvements for new and expanding businesses; and
WHEREAS, the CRA desires to acquire land for the development of
parking lots within the NW 3rd Avenue Business Corridor Project to support
the existing and new commercial developments within the NW 3rd Avenue
Business Corridor; and
WHEREAS, the CRA desires to enter into a cooperation agreement
with DOSP for DOSP to provide bidding, construction and construction
management services to the CRA in connection with construction
infrastructure improvements within the NW 3rd Avenue Business Corridor
Project consisting of the construction of six (6) parking lots (the "Parking
Lots") as more particularly shown on Exhibit "A" attached hereto attached to
and made a part hereof to be developed at an estimated construction cost of
$1,390,000 as reflected on Exhibit "B"; and

WHEREAS, the CRA believes the development of the six (6) parking
lots to serve the NW 3rd Avenue Business Corridor Project will promote and
support the existing and new commercial developments within the NW 3rd
Avenue Business Corridor Project; and
WHEREAS, the expenditures of the CRA with respect to the Parking
Lots shall constitute a contribution toward the City of Miami's commitment
to match funds for the Impowerment Zone.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF
DIRECTORS OF THE COMMUNITY REDEVELOPMENT AGENCY OF
THE CITY OF MIAMI.
Section 1. The recitals and findings contained in the Preamble to
this Resolution are incorporated herein as if fully set forth in this Section.
Section 2. The CRA is authorized to proceed with the construction of
the Parking Lots to service the NW 3rd Avenue Business Corridor Project at
an estimated construction cost of $1,390,000 as reflected on Exhibit "B" and
such expenditure shall constitute a contribution toward the City, assuming
funds are provided, of Miami's commitment to match funds for the
Impowerment Zone.
Section 3. The Executive Director of the CRA is authorized to
negotiate and enter into a cooperative agreement with DOSP for DOSP to
provide bidding, construction and construction management services to the
CRA in connection with the Parking Lots to be constructed as part of the NW
3rd Avenue Business Corridor. The Executive Director of the CRA is
authorized to execute the cooperative agreement with no further action of the
Board of Directors of the CRA.
Section 4. The CRA is authorized to proceed to acquire the
properties described on Exhibit "C" attached hereto and made a part hereof,
assuming funds are provided, from the owner's identified on Exhibit "D" for a
purchase price not to exceed 110% of the appraised value of such properties.
The purchase contracts shall be presented to the Board of Directors of the
CRA for approval.
Section 5. This Resolution will be effective immediately upon
adoption.

with third parties to enable he CRA to implement those aspects of the NW
3rd Avenue Business Co idor Project described on Exhibit "A" attached
hereto at a cost not t exceed $3,560,000.00 as reflected on Exhibit "B"
attached hereto shall e presented to the Board of Directors of the CRA for
approval.

ENCLOSURES
It is recommended that the City Commission adopt the attached Resolution, designating a
portion of N.W. 3rd Avenue in the Overtown neighborhood as a Priority Business Corridor,
and directing the administration to prepare various studies and recommendations aimed at
creation of a Pilot Program for the Corridor that will revitalize the commercial base of the
Overtown neighborhood. Initial funding of $3,000,OW for the pilot Program is requested from
reprogrammed and future Community Development Block Grant (CDBG) Program Income
and other eligible sources that will be subject to City Commission approval.
BACKGROUND
Dozens of studies over the past three decades have documented the decline of the OvW01AM
neighborhood.resulting from a variety of influences, including devastating negative impacts
from major transportation projects. Numerous efforts by the City and other agencies to
revitalize the area have fallen short of success. The initiative proposed by this Resolution
seeks to begin afresh with a Pilot Project involving the historic commercial center of the
Overtown neighborhood-N.W. 3rd Avenue from 8th to 14th Streets —that will create a new
set of initiatives and incentives for commercial redevelopment as a stimulus to revitalization
of the surrounding area
It is anticipated that by requiring rehabilitation of structures according to a specific set of
requirements and guidelines, packaging a variety of existing programs of financial and other
assistance, coupled with incentives for entrepreneurial efforts='this proposed concerted and
coordinated public/private partncrsitip can achieve in a limited area what previous efforts have
not: the restoration of a revitalized commercial center for the Overtown community, Funding
Of at least $3,0W,000 for the Pilot Program is requested from CDBG future
and any other activities whose fundingmay be re- Ptout income
federal funding. Additional funds will also be sought from other eligible sources.
