A RESOLUTION AUTHORIZING THE EXECUTIVE
DIRECTOR OF THE COMMUNITY REDEVELOPMENT
AGENCY (THE "CRA") TO HIRE EMPLOYEES, ON A
PART TIME OR FULL TIME BASIS TO ASSIST THE
CRA REGARDING BUDGETING, ACCOUNTING
PRACTICES AND INTERNAL CONTROL SYSTEMS,
PROJECT COST AND PERFORMANCE, OVERSITE AND
PROJECT FINANCING, PROJECT OPERATIONS,
PROJECT MANAGEMENT AND TO PROVIDE
ASSISTANCE TO THE EXECUTIVE DIRECTOR OF THE
CRA REDEVELOPMENT AREA.
WHEREAS, the City of Miami approved and adopted the Omni Area
Redevelopment Plan, pursuant to Resolution Nos. 86-868 and 87-604 (the
"Redevelopment Plan"); and
WHEREAS, the CRA is responsible for carrying out community
redevelopment activities and projects in the Omni Redevelopment Area (the
"Redevelopment Area") established pursuant to the Redevelopment Plan; and
WHEREAS, in order for the CRA to implement the Redevelopment
Plan the CRA must hire employees on a part time or full time basis to assist
and supplement the existing CRA staff regarding budgeting, accounting
practices and internal control systems, project costs and performance,
oversite and project financing, project operations, project management, and
to provide assistance to the Executive Director of the CRA.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF
DIRECTORS OF THE COMMUNITY REDEVELOPMENT AGENCY OF
THE CITY OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to
this Resolution are incorporated herein as if fully set forth in this Section.
Section 2. The Executive Director of the CRA is hereby authorized to
hire employees on a part time or full time basis to assist and supplement the
existing CRA staff regarding budgeting, accounting practices and internal

control systems, project costs and performance, oversite and project
financing, project operations, project management, and provide assistance to
the Executive Director of the CRA at a total cost not to exceed $50,000
pending approval of the CRA human resource budget for the physical year
1998-1999.
Section 3. All employees hired by the Executive Director of the CRA
shall be subject to the approval of the Board of Directors of the CRA;
however, the Executive Director may hire employees on a temporary basis,
not to exceed 90 days, pending retroactive approval by the Board of Directors
of the CRA.
Section 4. The CRA is hereby authorized to employ Ralph Rocheteau
as its Director of Projects and Programs at a salary of $40,000 per year
payable bi-weekly, in arrears, conditioned upon Mr. Rocheteau working not
less than 20 hours per week, not being entitled to any health care benefits or
retirement benefits and Mr. Rocheteau complying with the pre -employment
screening requirements of the CRA, including drug testing.
Section 5. The CRA is hereby authorized to employ Charlayne W.
Thompkins as its Director of Fiscal Operations at a salary of $60,000 per year
payable bi-weekly, in arrears, conditioned upon Ms. Thompkins working not
less than 40 hours per week (i.e. full time) and complying with the pre-
employment screening requirements of the CRA, including drug testing, Ms.
Thompkins shall be entitled to health care benefits substantially equivalent
to the Jackson health care benefits afforded City of Miami employees
(although Ms. Thompkins will not be a City of Miami employee), as
determined by the Executive Director of the CRA. Ms. Thompkins will not be
entitled to any retirement benefits.
Section 6. This Resolution shall be effective immediately upon its
adoption.
