RESOLUTION NO. SEOPW/CRA R-99-16
A RESOLUTION AUTHORIZING THE EXECUTIVE
DIRECTOR OF THE COMMUNITY REDEVELOPMENT
AGENCY (THE "CRA") TO NEGOTIATE AN
AGREEMENT WITH MOUNT ZION BAPTIST CHURCH
WHICH AGREEMENT WILL PROVIDE FOR THE CRA
TO DEVELOP A PARKING LOT ON LAND OWNED BY
MOUNT ZION BAPTIST CHURCH AND LAND OWNED
BY THE CRA AND FOR THE JOINT USE OF THE CRA
PARKING LOT AND THE MOUNT ZION BAPTIST
CHURCH PARKING LOT BY BOTH CHURCH
MEMBERS AND THE GENERAL PUBLIC IN
CONNECTION WITH BUSINESSES LOCATED WITHIN
THE NW 3RD AVENUE BUSINESS CORRIDOR,
INCLUDING THE HISTORIC OVERTOWN FOLKLIFE
VILLAGE.
WHEREAS, pursuant to Resolution 98-592 adopted on June 9, 1998,
the City of Miami Commission designated NW 3rd Avenue from NW 8th Street
to NW loth Street, and NW 8th Street from NW 3rd Avenue to NW 4th Avenue
as a "Priority Pilot Project" (the "NW 3rd Avenue Business Corridor Project");
and
WHEREAS, the NW 3rd Avenue Business Corridor Project is intended
to encourage commercial developments by providing infrastructure
improvements for new and expanding businesses within the NW 3rd Avenue
Business Corridor; and
WHEREAS, the development of infrastructure improvements
consisting of parking lots will promote and support new commercial
developments and existing businesses within the NW 3rd Avenue Business
Corridor Project, including the Historic Overtown Folklife Village.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF
DIRECTORS OF THE COMMUNITY REDEVELOPMENT AGENCY OF
THE CITY OF MIAMI:

Section 1. The recitals and findings contained in the Preamble to
this Resolution are incorporated herein as if fully set forth in this Section.
Section 2. The Executive Director of the CRA is hereby authorized to
negotiate an agreement with Mount Zion Baptist Church which agreement
will provide for the CRA to develop a parking lot on lands owned by the CRA
(or the City of Miami) and Mount Zion Baptist Church as more particularly
identified as parcel P-4 on Exhibit "A" attached hereto and made a part
hereof (the "Parking Lot"), and for the joint use of the Parking Lot by both
church members and the general public in connection with the businesses
located within the NW 3rd Avenue Business Corridor Project, including the
Historic Overtown Folklife Village, which agreement shall be subject to the
availability of funds. The agreement shall be presented to the Board of
Directors of the CRA for approval.
Section 3. This Resolution shall be effective immediately upon its
adoption.
