ENCLOSURES:
Please refer to your memorandum dated September 16, 1998 requesting an
analysis of the proposed inter -local agreement on the Omni Tax Increment Trust
Fund.
An analysis by Management and Budget of the Omni Tax Increment Trust Fund is in
the process of being prepared and we anticipate that the report will be ready by the
end of October 1998.

Re: Analysis of the Proposed Omni Tax Increment Trust Fund
In preparation for the Community Redevelopment Agency Board meeting scheduled
for Tuesday, September 22, 1998, please prepare an analysis of the proposed
interlocal agreement to create the Omni Tax Increment Trust Fund. This analysis
should include both the positive and negative aspects of the proposed agreement, as
it relates to the City of Miami. Additionally, what options are available to the City.
The execution of the proposed interlocal agreement has been delayed for several
months, it would be helpful if the history and any other pertinent background
information related to the development of this proposed agreement is included in the
requested analysis.
Thank you for your attention to this important, time sensitive matter.

NOTICE OF CRA MEETING
PLEASE ALL TAKE NOTICE THAT the City of Miami Commission in its capacity as
the Board of Directors of the Community Redevelopment Agency (hereinafter referred to
as CRA) for the Southeast Overtown/Park West Redevelopment District and the OMNI
Redevelopment District will hold its next meeting on Tuesday, September 22, 1998, in
the Commission Chambers, City Hall, 3500 Pan American Drive, Miami, Florida,
beginning 6 p.m. The purposes of said meeting are: (1) to reaffirm the amendment of the
Southeast Overtown/Park West Lease and Development Agreement between the City and
Poinciana Village of Miami, Ltd., previously approved by the CRA; the approval of the
assignment of development rights with respect to 24 units to be completed to a new
partnership, Poinciana Village III, Ltd., composed of Poinciana Village of Miami, Ltd.
and Fannie Mae; and the financial condition of the project, the partnership, the general
partner, and the limited partner; (2) to consider a proposed resolution to approve a
Cooperation Agreement between the CRA and the City of Miami's Community
Development Department concerning the funding by the Community Development
Department of certain redevelopment projects to be completed by the CRA; and (3) to
consider a proposed resolution to approve a Cooperation Agreement between the CRA
and the City of Miami concerning capital projects for certain public parks to be
administered by the CRA; and (4) status of the pending Interlocal Agreement to create the
OMNI Tax Increment Trust Fund.
