La, ton Chiles and Attorney General Bob Butterworth on Thursday hailed an agree- ment with the tobacco compa- nies that could net Florida's treasury an additional $1.7 billion from the states landmark lawsuit. With the new agreement, Chiles and But- terworth have Chiles netted $13 bil- lion for taxpayers by settling the state's 1995 lawsuit. In m 1999 alone^ -: tobacco companies: ■ The companies can no longer distribute or sell promotional items like T-shirts, baseball caps or gym bags bearing tobacco brand names. The 1997 settlement already pro- hibited tobacco billboards and bus ads. ■ The companies must disclose payments used to influence state and local governments as well as payments to doctors or scientists to testify in hearings. The companies also must report gifts from tobao- co -related foundations or lobbyists for state or local officials. Gov. Buddy MacKay for sup- porting a special tax on burglar alarms. MacKay, the Democratic gubernatorial candidate, struck back Thursday. Campaign research . discov- ered that when Jeb Bush, the Republican candidate, publicly supported a 1987 tax increase, the measure included a tax on — guess what? — burglar alarms. MacKay called on Bush to have the Republican Party pull the television ad, which MacKay called "hypocritical and decep- tive." The MacKay campaign responded with an ad Wednesday noting that Bush as state com- merce secretary publicly sup- ported the 1987 tax increase pro- posed by Bob Martinez, the Republican governor. Bob Sparks, a Republican Party spokesman, defended the party's ad and said it won't be pulled since Bush privately opposed the toy tobacco industry, its children will be br- • protected. With a ban on such -chandise as logo T-shirts and 'backpacks, Florida's children will no longer be walking billboards for tobacco products." Butterworth praised Chiles' role in making possible the 1997 settle- ment, which Butterworth said would save the lives of millions of youths who would be dissuaded from smoking. Chiles made the settlement possi- ble by sneaking through the Legisla- ture in 1994 a law that eliminated many of the traditional legal defenses that the tobacco compa- nies have used. Faced with a poten- tially huge loss in court, the tobaccc mpanies settled with Chiles in gust 1997. lorida is now eligible for the ►roved terms under the so -caller ,t-favored nation clause in th4 -'s 1997 agreement.
