HomeMy WebLinkAboutSEOPW-CRA-R-98-0004SEOPW/OMNI/CRA RESOLUTION NO. 98-4 RESOLUTION AUTHORIZING THE PUBLICATION OF A NOTICE OF INTENT TO ISSUE A REQUEST FOR QUALIFICATIONS RELATING TO A CONTRACT TO PROVIDE CERTAIN PLANNING AND ADMINISTRATIVE SERVICES TO THE COMMUNITY REDEVELOPMENT AGENCY AND THE PREPARATION OF A REQUEST FOR QUALIFICATIONS WHEREAS, the Community Redevelopment Agency (the "CRA") is responsible for carrying out community redevelopment activities and projects in the Omni Redevelopment Area and the Southeast Overtown/Park West Redevelopment Area pursuant to a Redevelopment Plan in effect for each such redevelopment area; and WHEREAS, the CRA believes it may be advantageous to engage a firm which has experience in community redevelopment and working with community development block grant funds to provide certain planning and administrative services to the CRA on an independent contractor basis, including the services of a project manager; and WHEREAS, the CRA desires to publish a notice of intent to issue a request for qualifications for the purpose of having firms submit statements of interest and to prepare a request for qualifications relating to a contract -to provide services to the CRA on an independent contractor basis. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE COMMUNITY REDEVELOPMENT AGENCY: Section 1. The recitals contained in the preamble to this Resolution are hereby adopted by reference and incorporated in this Resolution as if fully set forth in this Section. Section 2. The staff of the CRA is hereby authorized to prepare a notice of intent to issue a request for qualifications ("RFQ") from firms relating to a contract to provide planning and administrative services to the CRA on an independent contractor basis. The notice shall set forth the CRA's intent to hire a firm to provide technical assistance to the CRA in implementing the CRA's redevelopment plans and raising development funds from governmental, foundation and corporate sources. The notice shall further advise that the CRA is seeking letters of interest from qualified firms prior to the issuance of the RFQ. Section 3. The staff of the CRA is hereby authorized to prepare the RFQ. The RFQ shall seek statements of qualification from firms with experience in community redevelopment and working with community development block grant funds. The RFQ shall provide, among other things, that the CRA is seeking a firm to provide certain administrative and planning services, including the services of a project manager, and including assistance with raising development funds from governmental, foundation and SEOPW/OMNI/CRA 98-4 corporate sources. The Chairman of the CRA is hereby authorized to approve the form and content of the RFQ and, upon such approval, to direct the publication of the RFQ. Section 4. The Chairman of the CRA is hereby authorized to create a committee to evaluate the proposals submitted to the CRA in response to the RFQ. The committee shall evaluate the qualification of the overall team to be provided by the responding firms, but shall give preference to firms with offices in the State of Florida. The committee may conduct interviews of one or more of the responding firms. The committee shall make a report to the CRA of its recommendations regarding the responding firms. Section S. The approval of the Board of Directors of the CRA shall be required prior to the execution by the CRA of any contract to engage a firm to provide the services to the CRA described by the RFQ. The form and content of any such contract shall be subject to the approval of the counsel to the CRA. The contract shall provide, among other things, for a term of one year with three one-year renewal options, subject to performance of the firm and availability of funding. The compensation to be paid to the firm under the contract shall be within the budget approved for the CRA. Section 6. This Resolution shall become effective immediately upon its adoption.
