HomeMy WebLinkAboutSEOPW-CRA-R-97-0010J-97-915 12/18/97 RESOLUTION NO.� A RESOLUTION AUTHORIZING AND DIRECTING THE CITY MANAGER TO SUBMIT AN AMENDED APPLICATION TO THE U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT ("HUD")IN RESPONSE TO NOTICE OF FUNDING AVAILABILITY ("NOFA") AND PROGRAM GUIDELINES FOR HOMEOWNERSHIP ZONES, TO BE SUBMITTED ON OR BEFORE DECEMBER 22, 1997, SUBJECT TO THE CONCURRENCE OF THE CHAIRMAN OF THE SOUTHEAST OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY ("CRA") AND THE MAYOR; FURTHER AUTHORIZING THE CITY MANAGER TO EXECUTE ALL NECESSARY DOCUMENTS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, FOR THIS PURPOSE. WHEREAS, the U.S. Department of Housing and Urban Development ("HUD") has allocated funding and intends to award grants on a competitive basis for Homeownership Zones; and WHEREAS, Homeownership Zone means a contiguous, geographically defined area, primarily residential in character, in which new homeownership opportunities and the expanded housing choice provide drive comprehensive revitalization and, together with other physical, social, and economic development activities, make a substantial, visible improvement within that community; and WHEREAS, Homeownership Zone activities revitalize distressed areas by converting vacant, abandoned, or blighted land and sEopwi , 97 - 010 buildings into dynamic neighborhoods by developing single family homes (one to four units) and providing these homes for a mix of incomes, including low and moderate income families; and WHEREAS, homeownership serves as a foundation for additional investment in residential, commercial, and economic development of the Homeownership Zone; and WHEREAS, the City of Miami, Florida ("City"), as a recipient of Community Development Block Grant funds, is eligible to apply for Homeownership Zone grants in conjunction with Community Based Development Organizations (11CBDO11); and WHEREAS, the City submitted a Homeownership Zone Grant Application to HUD, dated September 29, 1997, requesting a grant in the amount of $2.3 million for homeownership development in the Overtown community; and WHEREAS, the Southeast Overtown/Park West Community Redevelopment Agency is empowered and authorized to coordinate development activities in the Overtown community; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The City Manager is hereby authorized and directed to submit an amended application to the U.S. Department of Housing and Urban Development ("HUD") in response to Notice Of Funding Availability ("NOFA") on or before December -r sF-0JFA1'JC ! 9 7 -- 010 22, 1997, subject to the concurrence of the Chairman of the Southeast Overtown/Park West Community Redevelopment Agency ("CRA")and the Mayor, and to execute all necessary documents in a form acceptable to the City Attorney and in further compliance with all requirements that may be prescribed by applicable City Charter and Code provisions.
