Bailey REFERENCES Executive Director Community R v t Agency ENCLOSURES: In accordance with the CRA Board instructions of June 18,1996, the CRA-issued a Request for Proposals (RFP) for the sale of a CRA-owned property (Property), approximately 6,250 square feet, located between the Biscayne Boulevard and NE 2nd Avenue and North of NE 9th Street. On August 2,1996, the CRA advertised RFP for the sale of the subject Property, delineating responsibilities of the interested proposers with respect to the site development, financial requirements, and possible environmental toxic waste clean up. In order to avoid the possibility of selling the Property to a speculator, the RFP required the prospective buyer to develop the site with 18 month of Boulevard the purchase. On September 2,1996, the CRA received a proposal from Mr. Abraham Atzman, in the amount of $310,000 for the purpose of expanding his current retail operation located at 1000 Biscayne Boulevard. Mr. Atzman s proposal is determined to be responsive to the RFP by meeting the following requirements: • His offer of $310,000 is consistent with the appraised value of the Property. • He has a bank letter to qualify for a mortgage of $300,000. • He is willing to develop the site within 18 months. • He acknowledges the sale of the Property "as is", and assumes the responsibility of any environmental toxic waste clean up effort at no cost to the CRA. Therefore, we would like to recommend the CRA Board to authorize us to proceed with the sale of the Property to Mr. Atzman for $310,000. Street and N.E. 1 lth Street, Miami, Florida Dear Mr. Donmez, Please accept the following as my response to your Request For Proposals regarding the above referenced property. Development Proposal: I own and operate the gas station at 1000 Biscayne Boulevard which is adjacent to the property being offered for sale by the CRA. As I indicated to you in my letter, dated March 25, 1996, (copy enclosed) it is my desire to reconstruct and upgrade my existing gas station into a state of the art facility. Enclosed is a plan that illustrates how a new facility might look. Please note that the expanded frontage on Second Avenue will enable me to better serve the people seeking service on that street. By setting the building back from Biscayne Boulevard and rearranging the location of the gas pumps more people can be served and the automobile circulation in and out of the site is greatly facilitated thereby making it safer for all who come. Financial Capability: The property at 1000 Biscayne Boulevard is owned free and clear of any debt what -so -ever. I also have other assets that are owned debt free. Enclosed for your use is a reference letter from my bank. Additionally, for over 35 years I have owned and operated numerous gas stations and automobile service facilities. Purchase Price: $310,000.00 payable in cash at closing subject only to good title. Please call me if you have any questions regarding the above.
