Bailey REF RENCES : Executive Director ENCLOSURES: Community Redevel me Agency RECOMMENDATION: It is respectfully recommended that the Board of Directors of the Sou It least Overtown/Park West Community Redevelopment Agency (CRA) adopt the attached Resolution, approving the recommendation of the Selection Committee (Committee) to select the proposal submitted by the St. John's CDC/The Related Companies of Florida (Developer) for the development 96 townhouses on two CRA-owned blocks, located adjacent to the Miami Arena; also authorizing the CRA to negotiate a Land Lease and Development Agreement with the Developer. BACKGROUND: On January 31, 1996, the CRA issued a Request for Qualifications (RFQ) for the development of two CRA-owned blocks located at NW 8th and NW loth Streets, NW 1st and NW 2nd Avenues. The CRA received qualifications from three development teams which expressed strong interest to participate 4n. the development process. As part of the RFQ process, the CRA Board adopted the recommendation of the Committee by inviting two of the three developers to participate in the next stage of the process which included the preparation and submission of the actual project proposals. These selected developers were: ♦ The New Hardscrabble Corp./The NHP Partners, Inc. ♦ The St. John's CDC/The Related Group of Florida On August 9, 1996, the selected developers submitted the project proposals to the CRA for consideration. The Committee met on September 11, 1996 to evaluate the proposals and finalize the selection process. At that time, the Committee had an opportunity to discuss the contents of the proposals and ask questions to the developers in connection with the proposed developments. SEOPW/CRA 9 6 - i i In accordance with the evaluation matrix adopted by the Committee, the Committee chose to reward the development right for the subject Property to the development team of the St. John's CDC/The Related Group of Florida. The New Hardscrabble Corp./The NHP Partners, Inc. is also designated as the alternate developer in case the selected Developer cannot undertake the development within a prescribed time frame. The CRA shall initiate the negotiation of the Land Lease and Development Agreement with the Developer upon the approval of the Developer by the CRA Board.
