The attached is an easement request from the Black Archives, approximately 10
foot by 5 foot strip of land from the Community Redevelopment Agency for the
expansion of the Lyric Theater located at 819 NW 2nd Avenue. The CRA has
studied the request and recommends the CRA Board to grant such request.

Dear Mr. Bailey:
This letter is to request an easement granting us use of a 10-foot by 5-foot
strip of land on the City of Miami owned lot north of the Lyric Theater.
We currently are negotiating a construction contract to complete the
restoration of the existing historic theater located at 819 NW Second
Avenue, Miami. FL. However, the theater is built to the property line, so
to comply with currently standards we need additional property to install a
back flow preventor.
We propose installing the back flow preventor on the southwest corner of
the lot north of the Lyric Theater. Sketches are attached to provide a
clearer description of the proposed easement.
As we understand it, approval of the easement must go before the board of
directors of the Community Redevelopment Agency. Please place our
request on the agenda as soon as possible.

In accordance with the City Commission request of September 12, 1996, the
Community Redevelopment Agency submitted an Economic Development
Initiative (EDI) grant application to the US HUD in the amount of $3,679,410 for
the Overtown Homeownership Zone project. The US HUD is expected to
announce the successful applicants before the upcoming presidential election on
November 5,1996.
The Overtown Homeownership Zone consists of five residential projects which
will be developed in next five years. Once all five projects are completed, the
neighborhood will add 363 new "for -ownership" affordable residential units and
triple its homeownership rate which currently stands at 5 %. The proposed
projects are:

The City will submit an accompanying Section 108 Loan application to US HUD
