Bailey Re: City of Miami Property at 1037 NE 2nd Avenue Dear Mr. Bailey, Thank you for taking the time to meet with my son and me on Friday, March 22, 1996. As we discussed I own and operate the gas station at 1000 Biscayne Boulevard that is contiguous with the above referenced property, owned by the City of Miami. I acquired 1000 Biscayne Boulevard, from BP Oil Co. in July, 1992. Since then I made the necessary improvements to the property and have operated a first class gas station and convenience store. The facility is open 24 hours per day, seven days a week. I like to refer to this facility as an oasis in a somewhat blighted desert. I took special care to insure that over 16,000 watts of light were installed to provide a secure environment for those seeking service at night. Many tourists as well as others in need of help or directions stop at my property and I willingly provide whatever assistance is I can. I am pleased to have helped the police apprehend several criminals and believe that the existence of this facility is a deterrent to other potential crime in the area. 967 6 I am fortunate that this establishment has been well received by the community and is now busy enough that it warrants expansion and upgrading to a state of the art facility. Therefore, I would like to acquire the City of Miami property that is adjacent to 1000 Biscayne Boulevard. The additional property would enable me to reconstruct the facility and provide the area with additional state of the art services and conveniences. I believe that an upgraded and expanded facility on the property will enhance the area and encourage others to invest in the further development of this area. Any assistance you. or your staff can provide to facilitate the acquisition of the above property and the expansion and redevelopment of the site will be most appreciated. Bailey Executive Direr Community Redev t REFERENCES: ENCLOSURES: The BAME Development Corporation of South Florida, a non-profit development CDC of the Greater Bethel AME Church, would like to acquire a CRA-owned property ("Margaret Brown Apartments") located at 269 NW 8th Street, adjacent to the existing Church property. The CDC intends purchase the property from the CRA at market value, and continue to utilize it as low income rental housing facility for the area residents. As indicated, our non-profit Organization, BAME Development Corporation of South Florida, Inc., would, with the exception of a few parcels of land, develop the entire block between NW 8th and 9th Streets and NW 2nd and 3=d Avenues to conform with the Folk Life Village Theme west of I-95 to the 9th Street improvements and surrounding areas. We would proposed to develop: 1. A 40-50 unit 202 Elderly Housing Site; 2. A Family Life Center; 3. Additional Parking; and 4. A passive landscaped walkway for continuous foot traffic with heavy concentrations of landscaping and streetscaping included in the plan. Within the block described above, the City three parcels of land that must be include make the redevelopment project work. Appropriate appraisals will dictate the purchase price of said lots to protect the City of Miami's investment.
