G FACTS & STATUSREPORT
Location
A triangular piece of land in the western portion of downtown Miami. It is bounded by N.W. 5 th street ont
the north, I-95 expressway on the east, and the Miami River on the west and south.
Major Opportunities
1) The redevelopment of the Miami River edge with restaurants ,cafes, marinas , fisheries, markets,
entertainment / retail, . Also the availability of boat slips
2) Lummus Park, it history and the potential, to develop a folk life center.
3) Availability of vacant, undeveloped land for redevelopment purposes( for housing and river related
purposes ) within walking distance from downtown.
4) Availability of a large amount of City owned properties by the river edge.
5) Availability of the Scottish Rite Temple.
6) Area's history and the availability of historic housing sites that could be rehabilitated.
7) Proximity to downtown Miami /Brickell employment centers (approx. 90,000 employees within one
mile radius).
Projects status
! The access to the Miami River will be improved . W. Flagler street traffic flow will be changed by
the summer of 1996 to allow west bound traffic to the riverside.
e Downtown Miami Community Development Coalition will analyze potential housing sites on N.W. 4'
street between N.W. 4" and 5" avenues for approximately 75-100 affordable housing units (rental -vs -
ownership) in order to determine the scale, density, and financing strategies.
• DDA established the Riverside District as one of their target neighborhoods and they will market it for
redevelopment. The City is expected to enter into a joint partnership with DDA for redevelopment
purposes. The City is considering an interlocal agreement with DDA for the redevelopment of
retail/entertainment, marinas, and other riverfront uses.
e The City is working with The Historical Association of South Florida and a consultant for the
feasibility of a folk life center at Lummus Park.
• The city is requesting $ 1,000,000 from the Trust for Public Land - future County bond issue - for the
improvements of the river edge and Lummus Park.

Miami Riverside Revitalization Plan
Facts
Location: The study area is a triangular piece of land in the western portion of
downtown Miami, and is bounded by N.W. 5th Street on the north, I-95 expressway on
the east and the Miami River on the south and west.
The Neighborhood: It is one of the oldest neighborhoods in Miami and south Florida.
The buildings that exist in the area represent a variety of residential building types that
once flourished within downtown Miami. Historic buildings include East Coast Fisheries,
Wagner House, Fort Dallas Barracks, Scottish Rite Temple and the Atlantic gas station.
Existing Land Use: The northern and middle portions of the neighborhood are
occupied by single to medium density (up to 13-story high) residential development,
Lummus Park, some governmental and institutional uses, and liberal commercial uses.
The eastern portion of the neighborhood is occupied by parking lots under the I-95
expressway. The western and southern portions are occupied by river -related restaurants,
seafood markets, seafood distribution, commercial shipping/cargo loading and marinas.

Existing Zoni= Most of the existing zoning is SD-4 (Waterfront Industrial), SD-15
(River Quandrant Mixed -Use), R-4 (Multifamily High -Density Residential), G-I
(Governmental and Institutional) and 0 (Office). There is also C-1 (Restricted
Commercial) and C-2 (Liberal Commercial).
Fisheries/Seafood Restaurants: Although the functions of fisheries along the Miami
River are primarily storage and distribution, the Miami River continues to be the
principal focal paint in Dade County for unloading the catch of the local fishing fleet.
Lobster and fish traps and fishing boats can be seen at different spots` along the river'
edge. Three seafood restaurants are located on the riverside.
Marinas/Boat Slips: Recreational boats can be seen on old aerial photographs of the
area from approximately NW 1st to 4th Streets. Commercial boats can be seen from I-95
(at SW 3rd Street) to NW 1st street, and from NW 4th to 5th Streets. Recreational and
commercial boat slips are very important to the future development of the area.
{ River Edge: Presently the river edge is unimproved, and in some portions is in an

unsafe condition.
Traffic Circulation: Vehicular access from downtown is through NW 4th, 3rd, 1st, W.
Flagler Street, SW 2nd and SW 3rd street. Vehicular access from the west is through NW
Sth, 4th, 2nd and SW 1st Streets. Access from the north is through NW 3rd Avenue and
from the south is through SW 2nd Avenue.

ExU= The eastern portion of the neighborhood is well served by Department of
Off -Street -Parking lots located under the 1-95 expressway. The properties adjacent to the
Miami River have parking deficiencies due mostly to the narrow configuration of the
existing parcels.

Opportunities
Three major opportunities consists of:
1. The redevelopment of the Miami River edge with restaurants, cafes, fisheries, market,
(Fisherman's Wharf type), entertainment retail, Miami history and the arts. The
availability of boat ships is another opportunity.
2, Availability of vacant, undeveloped land for redevelopment purposes (for housing and
for river related purposes) within walking distance of downtown Miami. Availability of
alarge amount of City -owned properties by the Miami River.
3. Proximity to downtown Miami employees and other tourist oriented/cultural facilities.
Other Opportunities
• Large concentration of City of Miami employees at the river edge (near future)
• Accessibility by boat, car, tram (future), I-95 (regional), Metrorail (regional), and
within walking distance from downtown Miami.
• Availability of historic housing sites for rehabilitation
• Lummus Park

Design Concept
• Preserve views of the Miami River. Encourage new development that maximize
views to the river and downtown Miami and minimize visual obstructions of the river.
• Encourage design elements such as balconies, terraces.
• Encourage the reconstruction of existing boat slips
• Provide open air/tropical atmosphere.
• Promote pedestrian walking facilities by the river edge and on the streets. Encourage
the extension of the riverwalk.
• Encourage attractive visual environment with its own architectural identity or with
identity that relates the area's history.
• Encourage an environment that attracts visitors (including tourists) to come and eat
fresh fish and fish related products that come to the district directly from fishing boats
(Fisherman's Wharf concept)
• Develop an attractive pedestrian environment connecting the study area with
downtown Miami.
• Provide shade.
• Provide attractive signage, banners and lighting.
• Preserve and upgrade historic housing facing Lummus Park.
• Provide new mid -rise housing (up to 12 stories) that maximize views to the river and
downtown. Provide ample setbacks at NW 3rd Avenue. Consider pedestrian arcades
at NW 3rd Avenues.
• Provide basic and attractive neighborhood retail services at NW 5th Avenue.
