West Community Redevelopment Agency Tax Increment Finance Agreement
As Chairman of the SEOPW CRA, I request that the following concessions are included
in the TIF agreement between All Aboard Florida and the SEOPW CRA:
Miami -Dade County/City of Miami
• Extension of the life of the SEOPW CRA until 2042
• Maintain current membership of the CRA Board
• 50% Reduction in the sharing of the 2009 Global TIF agreement at the conclusion
of 2031 SEOPW CRA life
• Redevelopment of the public housing developments within the CRA boundaries
• Free Wi-Fi for all residents who reside in public housing developments within the
CRA boundaries
• Improve Historic Overtown signage (including but not limited to Lyric Theater
directional signage)
All Aboard Florida
• Responsible wages for all workers building the Tri-Rail platform
• Provide 99-year lease of community flex space at the ground level of
development for public & private programming
• Free Wi-Fi in community flex space
• 25% DBE/SBE participation for construction of the Tri-Rail platform
• 40% local hiring for the construction of the Tri-Rail platform from within the
CRA boundaries and highest poverty zip codes
• Continuous paid summer internship opportunities for high school students
residing within the CRA boundaries and highest poverty zip codes
• Permanent signage advertising the Lyric Theater, the Black Police Museum, and
other historic sites within the redevelopment area
• Three discounted lease spaces for tenants identified by the SEOPW CRA
• Business opportunities for small business via kiosks
• Enhanced living wages for all permanent jobs
• 40% local hiring for residents residing within the CRA boundaries and highest
poverty zip codes
Tri-Rail
• Free Ridership for residents of the CRA that are considered low income and
below
• Immediate training provided for pennanent jobs throughout the extension of the
rail line
• Overtown residents hired exclusively for platform jobs
• Continuous paid summer internship opportunities for high school students
residing within the CRA boundaries and highest poverty zip codes
• Discounted advertising opportunities for CRA businesses
• In -kind advertising opportunities for the Lyric Theater, the Black Police Museum,
and other historic sites within the redevelopment area
• 25% DBE/SBE participation for improvements on the rail line
• Provide decorative fencing along the railway where the highest arrests for
trespassing occurs
• Enhanced living wages for all permanent jobs created as a result of the platform
construction
