Re: PZ 3 & 4 — Recommendation for Approval with Conditions
Dear City Commission:
PZ 3 & 4 — During the Miami River Commission's July 9, 2018 public
meeting, The City of Miami Department of Real Estate and Asset
Management Director Dan Rotenberg, Igor Reyes, NBWW, and
Michael Llorente, Llorente Heckler, presented illustrative drawings
and the attached "Aspirational Development Guidelines" for 444-460
SW 2 Ave. The presentation featured the public Riverwalk, waterfront
building setback and view corridors greater than the minimum
requirements of Miami 21, Section 3.11, and Appendix B.
The MRC adopted a unanimous resolution finding the proposal
consistent with the adopted Miami River Greenway Action Plan and
the Miami River Corridor Urban Infill Plan, and that the City
Commission allow the item to be voted on by the public at
referendum, subject to the following conditions, which were agreed
upon by the presenters:
1) Full compliance with zoning code section 3.11, i.e. 50-foot
building setback from the water, 25-foot wide public Riverwalk
featuring a minimum 15-foot wide unobstructed circulation zone,
view corridors, etc.
2) Maintain existing boat access
3) Consider coastal flooding in design, using data from the City
4) Inspect seawall and construct new seawall if needed
5) Incorporating the "Aspirational Development Guidelines"
Since then, the public voted in favor of the proposal at referendum.
The MRC did not consider, and is not providing an advisory
recommendation related to the City's financial considerations
regarding this item.

ASPIRATIONAL DEVELOPMENT GUIDELINES FOR THE MRC PROPERTY
Lancelot aspires to develop the MRC's parcels with the following standards and ideals in mind
and to use all commercially reasonable efforts to follow such standards and ideals:
- Development of a mixed -use community to potentially include a hotel, multifamily
apartment/condo building(s), ground floor retail, and other compatible uses;
- Complying with, as applicable and to the extent such exist(s) on the site, any and all
archeological concerns and Historic Preservation guidelines;
- Designing plentiful open and green spaces, improvements to the Riverwalk, and other
public amenities, with the goal of providing a pleasant public atmosphere;
- Incorporating both visual and physical connections to the Miami River from the street
and from the various uses on the site;
- Complying with the Miami 21 Zoning Code and Miami 21 Article 3's setbacks
provisions;
- Encouraging pedestrian use of the Riverwalk through design including:
o Using native landscaping
o Providing ample shade/cover so that the site can remain active on both rainy and
sunny days;
o Including outdoor lighting features so that the Riverwalk is active not only during
the day, but at night as well;
o Building on -site parking;
- Developing timelines for the construction of the Riverwalk improvements;
- Providing demolition plans, including mitigation strategies to minimize debris within the
Miami River and surrounding areas; and
- Incorporating designs into the multi -use community that take into consideration sea -level
rise and sustainability.
