Sheila M. Anderson, President

The Honorable Mayor Steven B. Clark and
Commissioners J. L. Plummer, Miller Dawkins,
Victor De Yurre, Willy Gort
3500 Pan American Drive
Miami, FL 33133
Dear Mayor and Commissioners:
Palm Beach County is doing something constructive to stop the decline of its tax
base, add to its revenues, upgrade its neighborhood conditions, improve its
quality of life, and satisfy its voters - while saving government expenses. Palm
Beach County hired a private company, on a contingency basis, to do its code
enforcement.
This firm makes sure the complete system is followed correctly so there are no
surprises impeding the collection of outstanding fines. Since the firm is paid
out of the funds it collects, the government does not have to pay salaries or
benefits for this expert help. In effect, public staff is supplemented without
adding to the budget. Having the outside firm also can, at no extra cost, enable
the manager to shift public employees into other areas needing support.
If the City of Miami were able to collect even some of the outstanding code
enforcement fines, there would be increased revenue immediately, improved
property values which would strength the tax base down the road, better
neighborhood security, overall a higher quality of life in each district. And,
there might be more confidence in elected officials.
To do this job, Palm Beach County hired County Collection Services, Inc. at 1-
800-749-1230. Speak with Robert Malt. And, I would request you make this an
agenda item for the next CRA meeting. I think the folks in Coconut Grove,
Brickell, the CBD, Omni, Overtown, Parkwest, Venetian Causeway, Edgewater,
Wynwood, and the Northeast Coalition would be interested.
Sincerely,
SHEILA M. ANDERSON
