The PACT has no position on this matter other then to follow the mandate of the Dada County Commission. The PACT made a budget submission to the County Commission in 1994. This budget submission included direction of the entirety of the Omni Tax Increment District funds to the Performing Arts Center. Prior to odoption by the Commission of the PACT's capital budget, various amendments were made which included the direction of $5 million of the Omni Tax increment District funds to the Homeless Assistance Center and the remainder of these funds to the PACT (other amendments related to facilities in South and North Dade and other matters). The County Commisslo►l then adopted the capital budget with the $5 million directed to the Homeless Assistance Center.
