Dear Mr. Hannon,
Chapter 62-648(c) of the City Code charges the Wynwood Community Enhancement
Association ("WCEA") with nominating two (2) individuals to be confirmed by the City
Commission for service on the NRD-2 Public Benefits Trust Fund Committee.
On behalf of the WCEA, we respectfully submit the enclosed WCEA Resolution nominating
the following two (2) qualified individuals for the NRD-2 Public Benefits Trust Fund Committee,
for consideration by the City Commission on the June 9, 2022 agenda.

A Resolution of the Executive Board of Directors of the Wynwood Community
Enhancement Association, Inc. ("Wvnwood CEA") Nominating Individuals to the
Wynwood Norte NRD-2 Public Benefits Trust Fund Committee.
WHEREAS, Wynwood CEA is a not for profit corporation registered in the State of Florida and active
since 2018; and
WHEREAS, the mission of the Wynwood CEA is to provide a unified voice for neighborhood
improvements and enhancing the quality of life of current and future residents; and
WHEREAS, on March 25, 2021, the City of Miami ("City") Commission adopted by ordinance the
Wynwood Norte Neighborhood Revitalization District (NRD-2) to implement the community -led Wynwood
Norte Community Vision Plan, pursuant to Resolution R-19-0472, which encourages revitalization while
preserving the unique character of the neighborhood located generally between North Miami Avenue and
NW 6th Avenue/1-95, and from NW 29th Street to NW 37th Street and/or 1-195 (the "NRD-2 boundaries");
and
WHEREAS, on March 25, 2021, the City of Miami Commission adopted by Ordinance No. 13984, the
Wynwood Norte NRD-2 Public Benefits Trust Fund, incorporated as Chapter 62-647 et. seq, City of Miami
Code of Ordinances, which is intended to "support community reinvestment, including infrastructure to
support local businesses providing neighborhood -oriented goods and services; to address climate
change adaptation and resiliency; and to maintain and supplement affordable/workforce housing, public
parks and open space, and civic space or civil support space within the NRD-2 boundaries"; and
WHEREAS, there is established an NRD-2 public benefits trust fund committee pursuant to Chapter
62-648, City of Miami Code of Ordinances, which committee shall commence in the fiscal year following
the adoption of the NRD-2 public benefits trust fund; and
WHEREAS, Chapter 62-648(c) charges the Wynwood CEA to nominate two (2) individuals for
confirmation by the City Commission to serve on said committee who meet the qualifications of Chapter
62-648(c)2
NOW THEREFORE, BE IT RESOLVED that the Executive Board of Directors of the Wynwood Community
Enhancement Association, Inc., hereby adopts this Resolution as follows:
1. The following individuals meet the criteria set forth in 62-W(c)2 and are nominated by the Wynwood CEA for
appointment to the NRD-2 Public Benefits Trust Fund Committee:

Lourdes Alvez is a resident and homeowner in Wynwood Norte who is committed to the
local community and seeing the improvement of the neighborhood for residents of all
ages through participation in the Wynwood Norte Neighborhood Revitalization District
(NRD-2) Public Benefits Trust Fund Committee.
Originally from Honduras, Lourdes moved to Miami as a child, and has seen the City of
Miami and this neighborhood go through many changes. Lourdes and her husband
Arthur live with and care for Lourdes' mother, Florrinda Infante, who has been in
Wynwood Norte for over 30 years.
Lourdes is always willing to give a helping hand to any neighbor in need. In addition to
her involvement through the Wynwood Community Enhancement Association, Lourdes
assists with several local charities and volunteers her time with the Eugenio De Hostos
Senior Center, including helping senior citizens with cooking and cleaning.
Lourdes has a bachelor's degree in international business from Florida International
University (FIU). She has vast business experience and is fluent in 4 languages.

Wilfred (Wil) Vasquez is a long-time resident and property owner in Wynwood Norte. He
first moved to the neighborhood with his family in 1969. Wil graduated from Miami
Jackson Senior high school and proudly served in the United States Army. He is a
certified process server where he has served the court for over 40 years.
Since the 1970s he has been volunteering his time in the neighborhood and has seen the
neighborhood in its prime and its years of decline. Wil and his wife Robin own several
multifamily properties within the neighborhood and are proud to be a part of Wynwood
Norte's resurgence. Will is always leading the charge for quarterly neighborhood cleanup
events and helping neighbors, whether as a liaison on city -related issues or with repairs,
whenever he can lend a hand.
Wil has served on the board of the Wynwood Community Enhancement Association since
2018 and currently chairs the Association's Beautification Committee.
