Hannon References: Agenda for June 9, 2022 City Clerk Enclosures: Code Section 62-647 and 62-648, Memo and Resumes/Biographies The "NRD-2 Public Benefits Trust Fund" ("NRD-2 trust fund") was established in order to collect cash contributions made according to the Wynwood Norte Neighborhood Revitalization District ("NRD-2") as established in Ordinance No. 13114, the Zoning Ordinance of the City of Miami, Florida, as amended ("Miami 21 Code"), to support community reinvestment, including infrastructure to support local businesses providing neighborhood -oriented goods and services; to address climate change adaptation and resiliency; and to maintain and supplement affordable/workforce housing, public parks and open space, and civic space or civil support space within the NRD-2 boundaries. The NRD-2 Trust Fund Committee ("committee") shall include seven members, each serving one year terms. (1) One member shall be directly appointed by the district commissioner without further action of the city commission; (2) One member shall be directly appointed by the city mayor without further action of the city commission; (3) One member shall be appointed by the city commission; (4) One member shall be appointed by the Miami -Dade County Public Schools without further action of the city commission; (5) One member shall be appointed by the Miami - Dade County Department of Public Housing and Community Development, or its successor agency, without further action by the city commission; and (6) Two members shall be appointed by the Wynwood Community Enhancement Association and submitted to the City Commission for confirmation. Each member shall meet at least one of the following criteria to qualify to serve on the committee: (a) A permanent resident within the NRD-2 boundaries; (b) A property owner of record within the NRD-2 boundaries; or (c) An employee or representative of a business or non- profit community -based organization located within the NRD-2 boundaries authorized to serve on its behalf. The NRD-2 trust fund shall be established for a period of ten years and shall be reviewed by the City Commission upon expiration of the ten years and every three years thereafter to determine whether the purposes of the NRD-2 trust fund have been satisfied and upon such finding, the NRD- 2 trust fund shall sunset and any funds to be collected and allocated pursuant to this article and according to the Miami 21 Code shall revert to the public benefits trust fund established in City Code Section 62-641. One (1) appointment and two (2) confirmations are required at this time. Commission -At -Large has one (1) nomination for a seat currently: 1. Vacant. The Wynwood Community Enhancement Association has appointed the following individuals and is requesting confirmation by the Commission. 1. Lourdes Alvez. 2. Wilfred Vasquez. For your convenience, we have included a copy of resumes of the prospective appointees for the committee. By copy of this memorandum, we are requesting that the Agenda Office place this issue on the June 9, 2022, Commission agenda.
