Purpose of Item:
AUTHORIZING THE APPROVAL OF THE CITY OF MIAMI ("CITY") LOCAL HOUSING
ASSISTANCE PLAN ("LHAP"), ATTACHED AND INCORPORATED, FOR THE
PERIOD OF JULY 1, 2022 THROUGH JUNE 30, 2025, FOR THE CONTINUED
PARTICIPATION OF THE CITY IN THE FLORIDA STATE HOUSING INITIATIVES
PARTNERSHIP ("SHIP") PROGRAM; AUTHORIZING THE CITY MANAGER TO
SUBMIT THE LHAP FOR REVIEW AND APPROVAL BY THE FLORIDA HOUSING
FINANCE CORPORATION; FURTHER AUTHORIZING THE CITY MANAGER TO
NEGOTIATE AND EXECUTE ANY AND ALL NECESSARY DOCUMENTS, ALL IN A
FORM ACCEPTABLE TO THE CITY ATTORNEY, TO IMPLEMENT THE TERMS AND
CONDITIONS OF THE LHAP AND THE SHIP PROGRAM.
Background of Item:
In July 1992, the State of Florida enacted the William E. Sadowski Affordable Housing
Act ("Sadowski Act"), which provides for the allocation of a portion of new and existing
documentary stamp taxes on deeds on real estate transactions to local governments for
the development and maintenance of affordable housing.
The Sadowski Act provided a dedicated revenue source for affordable housing and
created the State Housing Initiative Partnership ("SHIP") Program.
Pursuant to Section 420.9072(2)a of Florida Statute, a county or eligible municipality
must submit to the corporation its local housing assistance plan describing the local
housing assistance strategies to be eligible to receive funds under the program.
The City's current LHAP will expire on June 30, 2022 and a new one is required for the
continued participation in the SHIP program.
The City's Administration recommends approving the City's LHAP, attached and
incorporated, as Exhibit "A", for the period of July 1, 2022 through June 30, 2025.

A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
APPROVING THE CITY OF MIAMI ("CITY") LOCAL HOUSING ASSISTANCE PLAN
("LHAP"), ATTACHED AND INCORPORATED AS EXHIBIT "A," FOR THE PERIOD OF
JULY 1, 2022 THROUGH JUNE 30, 2025, FOR THE CONTINUED PARTICIPATION
OF THE CITY IN THE FLORIDA STATE HOUSING INITIATIVES PARTNERSHIP
("SHIP") PROGRAM; AUTHORIZING THE CITY MANAGER TO SUBMIT THE LHAP

WHEREAS, the Sadowski Act provided a dedicated revenue source for affordable
housing and created the State Housing Initiative Partnership ("SHIP") Program; and
WHEREAS, pursuant to Section 420.9072(2)(a), Florida Statute, a county or eligible
municipality must submit to the Florida Housing Finance Corporation (THFC") its Local Housing
Assistance Plan ("LHAP") describing the local housing assistance strategies to be eligible to
receive funds under the program; and
WHEREAS, the City of Miami's ("City") current LHAP will expire on June 30, 2022 and a
new LHAP is required for the continued participation in the SHIP program; and
WHEREAS, the City's Administration recommends approving the City's LHAP, attached
and incorporated as Exhibit "A," for the period of July 1, 2022 through June 30, 2025;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City's LHAP, attached and incorporated as Exhibit "A", for the period of
July 1, 2022 through June 30, 2025, for the continued participation of the City in the SHIP
Program, is approved.
Section 3. The City Manager is authorized' to submit the LHAP to the FHFC for review
and approval and to negotiate and execute any and all necessary documents, all in a form
acceptable to the City Attorney, to implement the terms and conditions of the LHAP and the
SHIP program.
Section 4. This Resolution shall become effective immediately upon its adoption.
