Background of Item: The State of Florida's Division of Emergency Management provided a grant award in the amount of $648,450.00 to Miami -Dade County ("County"), by and through the Miami -Dade Police Department, to continue funding the "Operation Stonegarden Program" ("Program"). The City of Miami is eligible to receive a subaward amount of $94,774.09 ("Grant") for the Miami Police Department's ("MPD") efforts as a participating law enforcement agency in the Program intended to secure and protect the waterways surrounding the City. MPD's Marine Patrol Detail ("Detail") will utilize subaward funds for overtime reimbursement in coordinating with and assisting Miami Dade Police Department in conducting all police operations. The Subaward Agreement will continue through December 31, 2022. R0234" FOR SAID PURPOSE; FURTHER AUTHORIZING THE CITY MANAGER TO ENTER INTO A SUBAWARD AGREEMENT, IN SUBSTANTIALLY THE ATTACHED FORM, WITH THE COUNTY; FURTHER AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE ANY AND ALL OTHER NECESSARY DOCUMENTS, ALL IN FORMS ACCEPTABLE TO THE CITY ATTORNEY, TO IMPLEMENT THE ACCEPTANCE AND ADMINISTRATION OF THE FUNDS IN COMPLIANCE WITH THE REQUIREMENTS OF THE SUBAWARD AGREEMENT. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The following new Special Revenue Project is established and resources are appropriated as described below: FUND TITLE: Operation Stonegarden Program Contract No.R0234 RESOURCES: Miami -Dade County/ Miami -Dade Police Department $94,774.09 APPROPRIATIONS: MPD Marine Patrol Overtime Reimbursement $94,774.09 Section 3. The City Manager is authorized' to accept Grant from the County with no City match required for overtime reimbursement of the Detail in coordinating with and assisting Miami Dade Police Department in conducting police operations. Section 4. The City Manager is further authorized' to execute the subaward agreement, in substantially the attached form, for said purpose. Section 5. The City Manager is further authorized' to negotiate and execute any and all other necessary documents, all in forms acceptable to the City attorney, to implement the acceptance and administration of the Grant in compliance with the requirements of the subaward agreement. Section 6. Z If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission.
