WHEREAS, the Goombay Festival ("Event") has been an annual Miami festival for decades that has not taken place for the last several years; and WHEREAS, on June 24, 2021, the City Commission passed Resolution No. R-21-0270 re -committing itself and the City of Miami ("City") to be a sponsor of the Event and to provide for services waivers as allowed; and WHEREAS, now that the Event finally is set for the dates of June 11 and 12, 2022 and it is to be held at Elizabeth Virrick Park, 3225 Plaza Street, Miami, Florida, a City park, the agreement to proceed with a Resolution to provide the necessary waivers is needed; and WHEREAS, the City Commission is committed to being a sponsor of this Event; and WHEREAS, the City Commission waives the costs associated with this Event for the City's Police Department ("MPD"), Fire -Rescue Department ("Fire -Rescue"), Solid Waste Department ("Solid Waste"), and Parks and Recreation Department ("Parks"); and WHEREAS, the Special Events Detail costs for the required support of the MPD is estimated to be $6,759.60; Fire Rescue is estimated to be $1,478.63, Solid Waste is estimated to be $24,618.00 and Parks is estimated to be $4,341.00, and is a financial burden for the Event; and WHEREAS, the costs are imposed by Section 19-9, Section 54-6.3(b)(15) and (c)(18) and, Section 38-74 of the City Code and waiving the associated costs will result in a negligible financial impact to the City; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The MPD, Fire -Rescue, Solid Waste, and Parks costs required pursuant to Section 19-9, Section 54-6.3, and Section 38-74 of the City Code for the Event to be held on June 11 and 12, 2022 at Elizabeth Virrick Park are waived. Section 3. This Resolution shall become effective immediately upon its adoption.
