An act relating to transportation -related facility
designations; providing honorary designations of
certain transportation facilities in specified
counties; directing the Department of Transportation
to erect suitable markers; providing an effective
date.
Be It Enacted by the Legislature of the State of Florida:
Section 1. Transportation facility designations; Department
of Transportation to erect suitable markers.—
(1) That portion of S.R. 715/Bacom Point Road between W.
Morgan Road and S.W. 14th Street in Palm Beach County is
designated as "Deputy Sheriff Donta Manuel and Deputy Sheriff
Jonathan Wallace Highway."
(2) Bridge number 100850 on S.R. 60/Courtney Campbell
Causeway over Old Tampa Bay in Hillsborough County is designated
as "Virginia Creighton Bridge."
(3) The intersection of S.W. 23rd Avenue and S.W. 8th
Street in Miami -Dade County is designated as "Arturo Diaz
Artiles Plaza."
(4) That portion of W. Columbus Drive between N. Himes
Avenue and N. MacDill Avenue in Hillsborough County is
designated as "Maximino Capdevila Road."
(5) That portion of S.R. 19 between C.R. 48 and Lane Park
Cutoff Road in Lake County is designated as "Sergeant First
Class Michael C. Aten Memorial Highway."
(6) Bridge number 720684 on I-95 over the Trout River in

Jacksonville/Duval County is designated as "Warren Alvarez
Memorial Bridge."
(7) That portion of U.S. 27/S.R. 25 between the Polk County
line and the Glades County line in Highlands County is
designated as "Deputy William Gentry, Jr., Highway."
(8) That portion of S.R. 100 in Clay County between the
Bradford County line and the Putnam County line is designated as
"Veterans Honor Highway."
(9) Upon completion of construction, the interchange at
First Coast Expressway/S.R. 23 and Henley Road in Clay County is
designated as "Sergeant Eric John Twisdale Memorial
Interchange."
(10) That portion of S.R. AlA between the northern terminus
and southern terminus of Galt Ocean Drive in Broward County is
designated as "Pio Ieraci Memorial Drive."
(11) That portion of S.R. 520/W. King Street between S.R.
501/Clearlake Road and S.R. 519/Fiske Boulevard in Brevard
County is designated as "Sgt. George Lee Taylor, Sr., Memorial
Highway."
(12) That portion of S.R. 519/Fiske Boulevard between Rosa
L. Jones Drive and I-95 in Brevard County is designated as "Dr.
Martin Luther King, Jr., Memorial Highway."
(13) That portion of U.S. 90 between Canal Street and
Stewart Street in Santa Rosa County is designated as "Reverend
Murray Hamilton, Sr., Highway."
(14) That portion of S.R. 87 between E. Bay Boulevard and
U.S. 98 in Santa Rosa County is designated as "Ira Mae Wells -
Bruce Memorial Highway."
(15) That portion of Bayfront Parkway between Tarraqona

(16) The Cow Key Channel Bridge, bridge numbers 900086 and
900125, between milepost 4.100 and milepost 4.169 on Overseas
Highway in Monroe County is designated as "Cheryl H. Cates
Memorial Bridge."
(17) That portion of S.R. 953/N.W. 42nd Avenue/Le Jeune
Road between N.W. llth Street and N.W. 14th Street in Miami -Dade
County is designated as "Oswaldo Paya Way."
(18) That portion of S.R. 82 between Veronica S. Shoemaker
Boulevard and Ortiz Avenue in Lee County is designated as "Coach
Guy Thomas Memorial Highway."
(19) That portion of North University Drive between S.R.
827 and the Sawgrass Expressway is designated as "Michael
Moskowitz Drive."
(20) That portion of S.R. 408/Spessard L. Holland East-West
Expressway between the Mills Avenue exit and the Rosalind Avenue
exit in Orange County is designated as "Austin D. Gayne Memorial
Highway."
(21) That portion of S.R. 826/Sunny Isles Boulevard between
N.E. 35th Avenue and S.R. AlA in Miami -Dade County is designated
as "Anthony Reznik Boulevard."
(22) That portion of N.W. 12th Avenue/John Henry Peavy Jr.
Avenue between N.W. 62nd Street and N.W. 71st Street in Miami -
Dade County is designated as "Soul of Miami Avenue."
(23) Bridge number 380097 on U.S. 27 over the Fenholloway
River in Taylor County is designated as "Private Tillman R.
Clark Memorial Bridge."
(24) That portion of Matanzas Woods Parkway between Bird of

88 Paradise Drive and Old Kings Road in Flagler County is
89 designated as "Staff Sergeant Keon Clyde Sands Memorial

92 bordering Desoto County and the Lee County line bordering
93 Collier County is designated as "Purple Heart Highway."
94 (26) That portion of U.S. 41/S.W. 8th Street between S.W.
95 21st Avenue and S.W. 22nd Avenue in Miami -Dade County is
96 designated as "Bellas Artes Way."
97 (27) The Department of Transportation is directed to erect
98 suitable markers designating the transportation facilities as
99 described in this section.

RESOLUTION URGING THE FLORIDA LEGISLATURE TO
CODESIGNATE THAT PORTION OF STATE ROAD 953/NW
42ND AVENUE/LE JEUNE ROAD FROM NW I ITH STREET TO
NW 14TH STREET AS "OSWALDO PAYA WAY"; URGING
THE CITY OF MIAMI TO APPROVE SUCH CODESIGNATION;
AND APPROVING SUCH CODESIGNATION
WHEREAS, Oswaldo Paya was born in El Cerro, Havana, Cuba on February 29, 1952; and
WHEREAS, Mr. Paya was raised Roman Catholic and attended a Marist Brothers school
in Havana, which was closed in 1961 by the Castro regime; and
WHEREAS, in 1969, he was sentenced to three years of hard labor on Isla de Pinos because
he refused to transport political prisoners during his mandatory military service; and
WHEREAS, while serving time on Isla de Pinos, Mr. Paya discovered a locked Catholic
church, Nuestra Senora de Dolores, and was able to obtain permission from the Bishop of Havana
to reopen it as a mission offering religious talks and care for the sick; and
WHEREAS, after his release, Mr. Paya enrolled at the University of Havana as a physics
major, but was expelled when authorities learned he was a practicing Christian; and
WHEREAS, he then attended night school, eventually studied to become an engineer, and
later worked at a state surgical equipment company; and
WHEREAS, in 1980 during the Mariel boatlift, Mr. Paya was offered the opportunity to
leave Cuba, but chose to stay and work for change; and
WHEREAS, in 1986, Mr. Paya married Ofelia Acevedo in a Catholic ceremony, and they
would go on to raise three children together: Oswaldo Jose, Rosa Maria, and Reinaldo Isaias; and

WHEREAS, in 1987, Mr. Paya founded the Movimiento Cristiano Liberation (Christian
Liberation Movement), which called for nonviolent civil disobedience against the rule of the Cuban
Communist Party and advocated for civil liberties and freedom for political prisoners; and
WHEREAS, he also began a publication for Catholics titled Pueblo de Dios (People of
God), which called upon Christians to lead the struggle for human rights; and
WHEREAS, unfortunately, the publication was shut down the following year by Cuba's
bishops under pressure from the government; and
WHEREAS, in the late 1990s, Mr. Paya and other activists began collecting signatures for
the Varela Project, a petition drive that would become one of his most significant endeavors; and
WHEREAS, named in honor of Felix Varela, a Catholic priest who had participated in
Cuba's struggle for independence from Spain, the petition drive relied upon a clause in the Cuban
Constitution requiring a national referendum to be held if 10,000 signatures of Cuban voters were
collected; and
WHEREAS, by October 2003, Mr. Paya had collected and delivered over 25,000 signatures
calling for a referendum on safeguarding freedom of speech and assembly, allowing private
business ownership, liberation of political prisoners, ending one party rule, and a new electoral law;
and
WHEREAS, according to the Los Angeles Times, the petition drive was "the biggest
nonviolent campaign to change the system the elder Castro established after the 1959 Cuban
revolution," and gave Mr. Paya an international reputation as a leading dissident; and
WHEREAS, regrettably, further progress in the Varela Project was stalled when the Cuban
government cracked down against its proponents and launched a competing petition drive to declare
the socialist state "irrevocable"; and

WHEREAS, during the 2003 crackdown known as the Cuban Black Spring, Movimiento
Cristiano Liberaci6n members comprised around 40 of the 75 dissidents involved; and
WHEREAS, through the years, Mr. Paya received multiple threats from the Cuban
government due to his efforts to ensure human rights, freedom, and lasting change; and
WHEREAS, on July 22, 2012, near Bayamo, Cuba, Mr. Paya died in a car crash at the age
of 60 under suspicious circumstances; and
and
WHEREAS, many suspect that the Cuban regime was responsible for Mr. Paya's death;
WHEREAS, despite his untimely death, Mr. Payd touched many lives and proved to be a
strong agent for change and freedom in Cuba; and
WHEREAS, through the years both before and since his passing, Mr. Paya was nominated
for, and received, many awards recognizing his accomplishments and efforts towards change,
including the Sakharov Prize for Freedom of Thought of the European Parliament (2002) and the
Truman -Reagan Medal of Freedom, posthumously (2018); and
WHEREAS, he was also nominated for the Nobel Peace Prize by the former Czech
president Vaclav Havel; and
WHEREAS, this Board would like to honor the legacy and life of Mr. Paya with a road
codesignation on State Road 953/NW 42nd Avenue/Le Jeune Road in Miami -Dade County; and
WHEREAS, that portion of State Road 953/NW 42nd Avenue/Le Jeune Road from NW
1 lth Street to NW 14th Street is a state road located within the City of Miami; and
WHEREAS, because State Road 953/NW 42nd Avenue/Le Jeune Road is a state road, the
Florida Legislature would be required to codesignate this road; and

WHEREAS, section 334.071, Florida Statutes, provides that the erection of markers for a
state road designation shall be contingent upon the appropriate city or county commission passing
a resolution in support of the particular honorary designation; and
WHEREAS, this codesignation is located in County Commission District 6,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF NHANH-DADE COUNTY, FLORIDA, that this Board:
Section 1. Urges the Florida Legislature to codesignate that portion of State Road
953/NW 42nd Avenue/Le Jeune Road from NW llth Street to NW 14th Street as "Oswaldo Paya
Way.»
Section 2. Urges the City of Miami to approve the state road codesignation of that
portion of State Road 953/NW 42nd Avenue/Le Jeune Road from NW llth Street to NW 14th
Street as "Oswaldo Paya Way."
Section 3. Approves the state road codesignation of that portion of State Road 953/NW
42nd Avenue/Le Jeune Road from NW 11th Street to NW 14th Street as "Oswaldo Paya Way."
Section 4. Directs the Clerk of the Board to send certified copies of this Resolution to
the Governor, the Senate President, the House Speaker, the Chair and Members of the Miami -Dade
State Legislative Delegation, the Secretary of the Florida Department of Transportation, the Mayor
and City Commission of the City of Miami, the City of Miami Police Department, the City of Miami
Fire Rescue Department, the United States Postal Service, the Traffic Signals and Signs Division
of the Department of Transportation and Public Works, and the Development Services Division of
the Regulatory and Economic Resources Department.
Section 5. Directs the County's state lobbyists to advocate for the legislative action set
forth in section 1 above, and authorizes and directs the Office of Intergovernmental Affairs to
amend the 2022 State Legislative Package to include this item.

an override by this Board, or (2) approval by the County Mayor of this Resolution and the filing of
this approval with the Clerk of the Board.
