DAYS, A WRITTEN PLAN, INCLUDING ENVIRONMENTAL IMPACT ANALYSES,
ESTIMATED COSTS, POTENTIAL FUNDING SOURCES, AND TIMELINES, TO
INSTALL LIGHTNING WARNING SYSTEMS IN ALL CITY PARKS, EXCLUDING MINI
PARKS; FURTHER DIRECTING THE CITY MANAGER TO TAKE ANY AND ALL
ACTIONS NECESSARY TO INSTALL LIGHTNING WARNING SYSTEMS, INCLUDING
PURSUING ANY FUNDING OPPORTUNITIES; PROVIDING FOR AN EFFECTIVE

A RESOLUTION OF THE MIAMI CITY COMMISSION DIRECTING THE CITY
MANAGER TO PRESENT TO THE CITY COMMISSION, IN THE NEXT NINETY (90)
DAYS, A WRITTEN PLAN, INCLUDING ENVIRONMENTAL IMPACT ANALYSES,
ESTIMATED COSTS, POTENTIAL FUNDING SOURCES, AND TIMELINES, TO
INSTALL LIGHTNING WARNING SYSTEMS IN ALL CITY PARKS, EXCLUDING MINI
PARKS; FURTHER DIRECTING THE CITY MANAGER TO TAKE ANY AND ALL
ACTIONS NECESSARY TO INSTALL LIGHTNING WARNING SYSTEMS, INCLUDING
PURSUING ANY FUNDING OPPORTUNITIES; PROVIDING FOR AN EFFECTIVE
DATE.
WHEREAS, in 2020 and 2021, the State of Florida was one of the top two (2) states to
experience the most lightning strikes in the United States; and
WHEREAS, on average, ten (10) people die each year from lightning strikes, with
younger populations being the most vulnerable; and
WHEREAS, a lightning warning system is a device that protects citizens utilizing
properties upon which the device is located by warning users of inclement weather and/or
lightning when the device detects lightning within a ten (10) mile radius; and
WHEREAS, the City Commission has determined that it is necessary, for the adequate
protection of park patrons during pending and ongoing inclement weather to cause lightning
warning systems to be installed in all City of Miami ("City") parks, with the exception of mini
parks located less than'/4 mile distance from a residential area and less than one acre in size
("Mini Park"); and
WHEREAS, the City Manager will prepare a written plan, including environmental impact
analyses, estimated costs, potential funding sources, and timelines, to install lightning warning
systems in all City parks, excluding Mini Parks;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble of this Resolution are
adopted by reference and incorporated as fully set forth in this Section.
Section 2. The City Manager is hereby directed to present to the City Commission,
within ninety (90) days, a written plan, including environmental impact analyses, estimated
costs, potential funding sources, and timelines, to install lightning detection and warning
systems in all City parks, excluding Mini Parks.
Section 3. The City Manager is further directed to take any and all action necessary to
install lightning warning systems whenever reasonable and practicable, including pursuing any
funding opportunities that may become available.
Section 4. This Resolution shall become effective immediately upon its adoption.
