Pursuant to Section 31-52(h)(5)(a), City Code, this memorandum serves to update the Mayor and
the City Commission on the status of the pilot program for app-based mobile operations as to the
following: (1) number of participants; (2) sales; (3) number of people employed through the
program; and (4) number of City Code violations at mobile operation sites. Additionally set forth
herein is a recommendation with respect to the continuation of the pilot program.
1. Number of Partici ants:
REEF is the single participant in the program, operating in Districts 1, 2, and 5 pursuant to
Section 31-52(h)(2)(a). Currently, REEF operates 42 mobile kitchens spread over thirteen (13)
properties within the City of Miami as reflected below:

Monthly sales average approximately $54,000 per month between the following local and

3. Number of People Employed through the Program
REEF currently employs three -hundred six (306) individuals as staff in its mobile kitchen
vessels. Each employee earns a minimum of $20 per hour.
4. Number of City Code Violations at Mobile Operation Site
Based on research by the Code Compliance Department, the forty-two (42) units in
question are located within thirteen (13) properties, six (6) of which are registered under Vessel
FL Operations. The remaining seven (7) properties have units registered under different names
and businesses. As of 2/23/2022, Code Compliance reflected seventeen (17) cases with twenty
(23) Notices of Violations; five (5) of which have been adjudicated at Code Enforcement Board
Hearings. It is also important to reflect that five (5) of the violations are to REEF units, and the
violations include unlawful discharge of liquid or waste, and failure to obtain a Certificate of Use
(CU) / Business Tax Receipt (BTR). The remaining eighteen (1) code violations are issued to the
property owner (not the operator), and include violations such as failure to maintain lot in clean
and safe condition, overgrowth, and graffiti.
5. Recommendation
App-based mobile operations provide the ability to better deliver goods and services,
including food deliveries, to residents throughout the City of Miami, provide new opportunities
for businesses to reach patrons, and allow local restaurants to provide services to a larger section
of the community. Additionally, app-based mobile operations provide opportunities for
employment to a number of individuals. Based upon the foregoing, and provided the current
participant continues to come into compliance with any existing violations, the Administration
recommends that the app-based mobile program be continued.
