WHEREAS, new data has revealed that rent in South Florida has risen approximately fifty percent (50%) compared to last year, the most of anywhere in the nation; and WHEREAS, the City of Miami ("City") wishes to provide assistance to City residents who do not qualify for the City's current rental assistance programs administered by the City's Department of Housing and Community Development ("Department') but are not financially able to absorb such dramatic rent increases; and WHEREAS, the City wishes to establish the "Miami For Everyone Rental Assistance Program", attached and incorporated as Exhibit "A" ("Program"), to provide assistance to those eligible City residents; and WHEREAS, funding for the Program will come from the CityCoin Gift the City received pursuant to the Gift Agreement authorized by Resolution No. R-21-0345; and WHEREAS, it is in the best interest of the City's residents to apportion the funding for the Program between the five (5) Commission Districts pursuant to the Anti -Poverty Initiative ("API") methodology; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble of this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The Miami City Commission establishes and implements the Program as detailed in Exhibit "A," attached and incorporated. Section 3. The following new Special Revenue Project is established and resources are allocated and appropriated as described herein: PROJECT TITLE: RESOURCES: APPROPRIATION Miami For Everyone Rental Assistance Program CityCoin Gift pursuant to the Gift Agreement authorized in Resolution No. R-21-0345 Miami For Everyone Rental Assistance Program $5,250,251.19 $5,000,000.00 to the Program $250,251.19 to the Department for Administrative Costs associated with Administering the Program Section 4. The funding for the Program is apportioned between the five (5) Commission Districts pursuant to the API methodology. Section 5. The Program shall be authorized for six (6) months from the date the Program is first made available to the public by the Department. After the initial six (6) months, the District Commissioner may decide, based on the District's needs, to either continue funding the Program with the remaining Program funds or terminate the Program within the District and direct the remaining Program funds to other affordable housing project(s) within the District, subject to all appropriate budgetary actions and approvals. Section 6. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.' If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission.
