A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENTS,
AFTER A PUBLIC HEARING, AUTHORIZING AND DIRECTING THE CITY
MANAGER TO TAKE ANY AND ALL ACTIONS NECESSARY TO
EXPEDITIOUSLY REQUEST THAT THE MIAMI-DADE COUNTY
DEPARTMENT OF TRANSPORTATION AND PUBLIC WORKS ("DTPW')
CONSIDER PROPOSED TRAFFIC FLOW MODIFICATIONS REGARDING THE
OFFICE OF CITY OF MIAMI'S CAPITAL IMPROVEMENTS PROJECT NO. 40-
B203608, WAIVE THE REQUIRED RESIDENT/PROPERTY OWNER
CONCURRENCE, AND EXEMPT THE BALLOTING PROCESS IN ORDER TO
EXPEDITIOUSLY PROCEED WITH THE DESIGN, CONSTRUCTION, AND
INSTALLATION OF A SPEED TABLE ON SOUTHWEST 10 STREET
BETWEEN SOUTHWEST 17 AVENUE AND SOUTHWEST 18 AVENUE IN
DISTRICT 4; DIRECTING THE CITY CLERK TO SEND A CERTIFIED COPY OF
THIS RESOLUTION TO THE DTPW DIRECTOR.

WHEREAS, on April 23, 2020, the City Commission adopted Resolution No. R-20-
0130, attached and incorporated as Exhibit "A", regarding the installation of traffic calming
devices in District 4 as part of City of Miami's Office of Capital Improvements ("OCI")
Project No. 40-13203608, among others; and
WHEREAS, on November 19, 2020, the City Commission adopted Resolution No.
R-20-0384, attached and incorporated as Exhibit "B", regarding the installation of additional
traffic calming devices in District 4 as part of OCI Project No. 40-13203608; and
WHEREAS, on September 13, 2021, the City Commission adopted Resolution No.
R-21-0346, attached and incorporated as Exhibit "C", regarding the installation of an
additional traffic calming device in District 4 as part of OCI Project No. 40-13203608; and
WHEREAS, it is in the City's best interest to install an additional traffic calming
device, also known as traffic flow modifications, in District 4 as part of OCI Project No. 40-
B203608, more specifically a speed table on Southwest 10 Street between Southwest 17
Avenue and Southwest 18 Avenue, in an expeditious manner without the delay caused by
requiring neighborhood concurrence; and
WHEREAS, said location is a residential neighborhood that experiences significant
cut -through traffic and speeding during morning and afternoon rush hour periods; and
WHEREAS, for traffic flow modifications excluding traffic circles, Section 2.9 of the
Miami -Dade County Traffic Flow Mod ification (s)/Street Closures(s) Procedure ("County
Procedure") as revised by the Miami -Dade County Department of Transportation and Public
Works ("DTPW') Traffic Engineering Division in January 2009, attached and incorporated

as Exhibit "D", "[r]equires concurrence of two-thirds (2/3) of the affected residents and/or
property owners, who elected to vote (ballots received)."; and
WHEREAS, Section 2.9 of the County Procedure also states that "[i]n lieu of
concurrence from the affected residents and/or property owners, a municipality may pass a
resolution after a public hearing requesting PWD to consider the proposed traffic flow
modification(s)/street closure(s)."
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City Commission, after a public hearing, hereby authorizes' and
directs the City Manager to take any and all actions necessary to expeditiously request that
DTPW consider the proposed traffic flow modifications regarding OCI Project No. 40-
B203608, waive the required resident/property owner concurrence, and exempt the
balloting process in order to expeditiously proceed with the design, construction, and
installation of a speed table on Southwest 10 Street between Southwest 17 Avenue and
Southwest 18 Avenue in District 4.
Section 3. The City Clerk is directed to send a certified copy of this Resolution to
the Director of DTPW.
Section 4. This Resolution shall become effective immediately upon its adoption.
