A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
ALLOCATING EMERGENCY RENTAL AND UTILITY ASSISTANCE PROGRAM
1 ROUND 1 REALLOCATION FUNDS IN AN AMOUNT OF $409,925.36 FROM
THE UNITED STATES DEPARTMENT OF THE TREASURY AS DESCRIBED
IN EXHIBIT "A," ATTACHED AND INCORPORATED, TO PROVIDE FINANCIAL
ASSISTANCE AND HOUSING STABILITY TO ELIGIBLE HOUSEHOLDS;
FURTHER AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND
EXECUTE ANY AND ALL NECESSARY DOCUMENTS, ALL IN FORMS
ACCEPTABLE TO THE CITY ATTORNEY, SUBJECT TO ALL FEDERAL,
STATE, AND LOCAL LAWS THAT REGULATE THE USE OF SUCH FUNDS
FOR SAID PURPOSE.
WHEREAS, pursuant to Resolution No. R-20-0139 adopted April 30, 2020, the Miami City
Commission approved the Emergency Rental Assistance program to provide assistance to
eligible low-income tenants in the City of Miami ("City") who have lost their jobs due to the
outbreak of the novel coronavirus; and
WHEREAS, on January 7, 2022, the United States Department of the Treasury
("Treasury") announced the allocation of Emergency Rental and Utility Assistance Program 1
Round 1 Reallocation ("ERA 1 Round 1 Reallocation") in the total amount of $239,930,522.00,
which included an amount of $409,925.36 ("Funds") to the City; and
WHEREAS, there is a need to allocate the Funds to continue promoting housing stability
for eligible households as stipulated in the guidance from the Treasury; and
WHEREAS, ERA 1 Round 1 Reallocation must be obligated by September 30, 2022; and
WHEREAS, the City's Administration recommends the allocation of the ERA 1 Round 1
Reallocation Funds from the Treasury as shown in Exhibit "A", attached and incorporated, to
provide financial assistance and housing stability to eligible households as stipulated in the
guidance from the Treasury;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.

Section 2. The allocation and appropriation of the funds as described in Exhibit "A",
attached and incorporated, is authorized.'
Section 3. The City Manager is authorized' to negotiate and execute any and all
necessary documents, all in forms acceptable to the City Attorney, subject to all federal, state,
and local laws that regulate the use of the Funds for said purpose.
Section 4. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2

' The herein authorization is further subject to compliance with all legal requirements that may be
imposed, including but not limited to those prescribed by applicable City Charter and City Code
provisions.
2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
