Subject: Establish Special Revenue Project - BJA 21 Connect and Protect
Purpose of Item:
A Resolution of the Miami City Commission, with attachment(s), establishing a New
Special Revenue Project titled "2021 BJA 21 Connect and Protect: Law Enforcement
Behavioral Health Responses" consisting of a grant award from the United States
Department of Justice, Office of Justice Programs, Bureau of Justice Assistance in the
amount of $498,180.91 with an in -kind match from the City of Miami ("City") in the
amount of $282,331.09 to provide funding to implement the High Utilizer Interventions
program for crisis response measures during encounters with individuals suffering from
mental illness or substance abuse in the City; authorizing the City Manager to accept
the grant award, in substantially the attached form; further authorizing the City Manager
to designate the Chief of Police or his designee to execute any other necessary
documents, in a form acceptable to the City Attorney, in order to implement the
acceptance and administration of said grant award.
Background of Item:
The City of Miami ("City") has been awarded a grant from the United States Department
of Justice, Office of Justice Programs, Bureau of Justice Assistance in an amount of
$498,180.91 to provide funding to implement the Co -Responders for High Utilizer
Interventions program ("Program"). This Justice Assistance Grant Program will provide
funding towards the implementation of the Program that will support the Miami Police
Department's (MPD") aim to improve the quality of life for individuals suffering from
mental health and substance abuse issues who are at risk of arrest or other law
enforcement action. MPD, in collaboration with Jackson Behavioral Health Hospital
("JBHH") will provide critical and comprehensive medical and therapeutic treatment to
these at -risk individuals through the use of social workers. This cross -discipline
collaboration of local law enforcement and mental health professionals will prioritize
assisting adults with mental health and substance abuse disorders who are at a high
risk of arrest in receiving the appropriate medical treatment in lieu of an arrest. By
reducing recidivism among this population, the number of encounters between law
enforcement and persons suffering from mental health and substance abuse disorders
will decrease. This award requires an in -kind match of $282,331.09. Said grant is
awarded for the period covering October 1, 2021 through September 30, 2024.

A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
ESTABLISHING A NEW SPECIAL REVENUE PROJECT TITLED "2021 BJA 21
CONNECT AND PROTECT: LAW ENFORCEMENT BEHAVIORAL HEALTH
RESPONSES" CONSISTING OF A GRANT AWARD FROM THE UNITED STATES
DEPARTMENT OF JUSTICE, OFFICE OF JUSTICE PROGRAMS, BUREAU OF
JUSTICE ASSISTANCE IN THE AMOUNT OF $498,180.91 WITH AN IN -KIND MATCH
FROM THE CITY OF MIAMI ("CITY") IN THE AMOUNT OF $282,331.09 TO PROVIDE
FUNDING TO IMPLEMENT THE HIGH UTILIZER INTERVENTIONS PROGRAM FOR
CRISIS RESPONSE MEASURES DURING ENCOUNTERS WITH INDIVIDUALS
SUFFERING FROM MENTAL ILLNESS OR SUBSTANCE ABUSE IN THE CITY;
AUTHORIZING THE CITY MANAGER TO EXECUTE A GRANT AGREEMENT, IN
SUBSTANTIALLY THE ATTACHED FORM, TO ACCEPT THE GRANT AWARD;
FURTHER AUTHORIZING THE CITY MANAGER TO DESIGNATE THE CHIEF OF
POLICE OR HIS DESIGNEE TO EXECUTE ANY OTHER NECESSARY
DOCUMENTS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, IN ORDER TO
IMPLEMENT THE ACCEPTANCE AND ADMINISTRATION OF SAID GRANT AWARD.
WHEREAS, the City of Miami ("City") has been awarded a grant from the United States
Department of Justice, Office of Justice Programs, Bureau of Justice Assistance in an amount
of $498,180.91 to provide funding to implement the Co -Responders for High Utilizer

WHEREAS, this Justice Assistance Grant Program will provide funding towards the

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The following new Special Revenue Project is established and resources are
appropriate as described below:
FUND TITLE: 2021 BJA 21 Connect and Protect: Law Enforcement
Behavioral Health Responses
RESOURCES: Department of Justice/Office of Justice Programs,
Bureau of Justice Assistance $498,180.91
MATCHING FUNDS: City of Miami In -Kind Match $282,331.09
APPROPRIATION: Co -Responders for High Utilizer Interventions
Program $780,512.00
Section 3. The City Manager is authorized' to execute a grant agreement, in
substantially the attached form, to accept the grant award which will be utilized to provide
funding to implement the high utilizer interventions program for crisis response measures during
encounters with individuals suffering from mental illness or substance abuse in the City.
Section 4. The City Manager is further authorized to designate the Chief of Police or his
designee to execute any other necessary documents, in a form acceptable to the City Attorney,
in order to implement the acceptance and administration of said grant award.
Section 5. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2

' The herein authorization is further subject to compliance with all requirements that may be imposed by
the City Attorney, including but not limited to those prescribed by applicable City Charter and City Code
provisions.
Z If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City of Miami Commission.
