A RESOLUTION OF THE MIAMI CITY COMMISSION ESTABLISHING A
SPECIAL REVENUE PROJECT TITLED "2022 MIAMI HOMELESS
ASSISTANCE PROGRAM CHALLENGE GRANT" AND ACCEPTING AND
APPROPRIATING FUNDS IN AN AMOUNT NOT TO EXCEED NINETY
THOUSAND TWO HUNDRED SEVENTY-SEVEN DOLLARS ($90,277.00)
("GRANT AWARD") CONSISTING OF A GRANT FROM THE FLORIDA
DEPARTMENT OF CHILDREN AND FAMILIES ("DCF") THROUGH THE MIAMI-
DADE COUNTY HOMELESS TRUST ("TRUST") FOR A TWELVE-MONTH
PERIOD TO ENHANCE THE HOMELESS HELPLINE AND OUTREACH
SERVICES PROVIDED TO HOMELESS INDIVIDUALS AND FAMILIES IN
MIAMI-DADE COUNTY ("PURPOSE"); AUTHORIZING THE CITY OF MIAMI'S
("CITY") REQUIRED MATCH OF IN -KIND SERVICES IN AN AMOUNT NOT TO
EXCEED TWENTY-TWO THOUSAND FIVE HUNDRED SIXTY-NINE DOLLARS
AND TWENTY FIVE CENTS ($22,569.25), FOR A TOTAL AMOUNT NOT TO
EXCEED ONE HUNDRED TWELVE THOUSAND EIGHT HUNDRED FORTY-
SIX DOLLARS AND TWENTY FIVE CENTS ($112,846.25) FOR THE PURPOSE
STATED HEREIN; FURTHER AUTHORIZING THE CITY MANAGER TO
NEGOTIATE AND EXECUTE AN AGREEMENT, IN A FORM ACCEPTABLE TO
THE CITY ATTORNEY, AND ANY AND ALL OTHER RELATED DOCUMENTS,
EXTENSIONS, AND RENEWALS, ALL IN FORMS ACCEPTABLE TO THE CITY
ATTORNEY, IN ORDER TO IMPLEMENT THE ACCEPTANCE OF SAID
GRANT AWARD WITH THE OPTION TO RENEW FOR THREE (3)
ADDITIONAL TWELVE (12) MONTH PERIODS, SUBJECT TO THE CITY'S
RECEIPT OF THE PASS -THROUGH FUNDS, THE TRUST'S FUTURE
ALLOCATIONS TO CONTINUE STREET OUTREACH WITH THE GRANT, AND
THE CITY'S AVAILABILITY AND APPROPRIATION OF MATCHING FUNDS
AND BUDGETARY APPROVAL AT THE TIME OF NEED.
WHEREAS, in Fiscal Year 2021-2022, The Miami -Dade Homeless Trust ("Trust")
desired to direct additional State funding to the City of Miami's ("City"), Homeless Assistance
Program and its management of the homeless resource line to improve the homeless resource
line's effectiveness and customer service levels; and
WHEREAS, the State of Florida had designated the Trust as the lead agency for
Continuum of Care ("CoC") for Miami -Dade County; and
WHEREAS, Florida Department of Children and Families' ("DCF") Office on
Homelessness provides funding to the Trust for CoC services; and

WHEREAS, the CoC solicits and subcontracts with other community partners to fund the
direct services provided to the homeless population; and
WHEREAS, in 2019, DCF's Office on Homelessness entered into three (3) year unified
funding contracts with each CoC agency for eligible grants; and
WHEREAS, these Unified Homelessness Grants combine all applicable funds which
include: the Emergency Solutions Grant, the Homelessness Prevention Grant, the Challenge
Grant, and the Staffing Grant, into a single contract for each CoC agency and will expire on
June 30, 2022; and
WHEREAS, The Challenge Grant specifically allows the Trust's CoC to fund any service
named in its homeless plan; and
WHEREAS, this year, the Trust has requested DCF to change the grant activity to
include Street Outreach and will issue a competitive solicitation for another three (3) year term
to continue Street Outreach services with the award of the Challenge Grant; and
WHEREAS, the Trust will provide to the City an amount not to exceed ninety thousand
two hundred seventy-seven dollars ($90,277.00) ("Grant Award") to enhance the helpline and
outreach services ("Purpose"); and
WHEREAS, the City will provide its required match of in -kind services in the amount
not to exceed twenty-two thousand five hundred sixty-nine dollars and twenty-five cents
($22,569.25); and
WHEREAS, it is appropriate for the for the City Manager to accept the Grant Award,
establish a new special revenue project for the appropriation of the Grant Award and to
negotiate and execute an Agreement, in a form acceptable to the City Attorney, for a twelve (12)
month period with the option to renew and extend for three (3) additional twelve (12) month
periods for the implementation and acceptance of the Grant Award for the Purpose stated
herein, subject to the Trust's future allocations to continue street outreach with the Grant Award,
and the City's availability and appropriation of matching funds and budgetary approval at the
time of need;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City Manager is authorized' to accept and appropriate the Grant Funds
in an amount not to exceed ninety thousand two hundred seventy-seven dollars ($90,277.00)
and provide the City match of in -kind services in an amount not to exceed twenty-two thousand
five hundred sixty-nine dollars and twenty-five cents ($22,569.25) for a total amount not to
exceed one hundred twelve thousand eight hundred forty-six dollars and twenty-five cents
($112,846.25) for the Purpose stated herein.
' The herein authorization is further subject to compliance with all requirements that may be imposed by
the City Attorney, including but not limited to those prescribed by applicable City Charter and Code
provisions.

Section 3. The following new Special Revenue Project is established and resources are
appropriated as described below:
FUND TITLE: 2022 Miami Homeless Assistance
Program -Challenge Grant
RESOURCES: Miami -Dade County Homeless Trust $90,277.00
City In -Kind Services
$22,569.25
APPROPRIATIONS: City Homeless Assistance Program to enhance homeless
helpline and outreach services provided to homeless
individuals and families $112,846.25
Section 4. The City Manager is further authorized' to negotiate and execute an
agreement, in a form acceptable to the City Attorney, and any and all other related documents,
extensions, and renewals, all in forms acceptable to the City Attorney, in order to implement the
acceptance of said Grant for a twelve (12) month period with the option to renew for three (3)
additional twelve (12) month periods, subject to the Trust's future allocation of Grant Award
funds and the City's availability and appropriation of matching funds and budgetary approval at
the time of need.
Section 5. This Resolution shall become effective immediately upon its adoption and signature
of the Mayor.2

the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission
