HomeMy WebLinkAboutExhibit ACity of Miami F�G`�� oF•� City Hall 3500 Pan American Drive Legislation Miami, FL 33133 www.miamigov.com AIPP Resolution: AIPP-R-20-018 File Number: 7926 Final Action Date: 10/19/2020 A RESOLUTION OF THE MIAMI ART IN PUBLIC PLACES BOARD ("AIPPB") PURSUANT TO CHAPTER 62, ARTICLE XVI ENTITLED "ART IN PUBLIC PLACES" OF THE CODE OF THE CITY OF MIAMI, FLORIDA, AS AMENDED ("CITY CODE"), APPROVING AN EXPENDITURE OF UP TO ONE HUNDRED TWENTY THOUSAND DOLLARS ($120,000.00) FROM THE ART IN PUBLIC PLACES FUND, TO PROVIDE FOR CONSULTING SERVICES FOR THE EXECUTION OF A CITY WIDE PUBLIC ART MASTER PLAN, PROGRAM GUIDELINES AND A NEW ARTS, CULTURE AND THE CREATIVE ECONOMY ELEMENT TO THE MIAMI COMPREHENSIVE NEIGHBORHOOD PLAN; MAKING FINDINGS AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, on January 12, 2017, pursuant to Ordinance No. 13656 and 13657 the Miami City Commission enacted Phase I of the Art in Public Places Program; established the Art in Public Places Program, the Public Art Fund, and the Art in Public Places Board ("AIPPB"), with its functions, duties, and powers; and WHEREAS, Pursuant to Section 62-655(c)(3), the AIPPB, with the assistance and recommendation of the Planning Department's Public Art Division, and all other City Departments, as necessary, has the function, duties, and powers "To approve expenditures of the Public Art Fund as proposed by the City Manager or his/her designee"; and WHEREAS, pursuant to Article 1 of the Miami 21 Code, a Public Art Master Plan is defined as "A plan adopted by the City Commission, pursuant to a recommendation by the AIPPB, which shall identify Public Place locations for Art and establish a priority order to the City Commission, and which shall be amended, as needed, to ensure that the Public Art Master Plan and the Public Art Program as a whole remain coherent and consistent with the intents and purposes for which Article 11 of the Code was adopted"; and WHEREAS, Program Guidelines are defined as "A set of standards, criteria, policies, and procedures related to the submission, donation, dedication, consideration, and acceptance of Art, which shall be adopted by the City Commission, and amended as necessary, to ensure that the Public Art Program Guidelines and the Public Art Program as a whole remain coherent and consistent with the intent and purposes for which Article 11 of the Miami 21 Code as adopted."; and WHEREAS, since the adoption of the Art in Public Places Program the Public Art Fund has generated over a million dollars ($1,000,000.00) towards the operation of the Public Art Program and for the acquisition of Public Art; and City of Miami Page 1 of 2 File ID: 7926 (Revision:) Printed On: 212212022 File ID: 7926 Enactment Number: AIPP-R-20-018 WHEREAS, in accordance with the intent and purpose of the Public Art Program, staff has identified the need and available funding resources for the execution of the Public Art Master Plan and Program Guidelines in accordance with Article 1, Article 11 of the Miami 21 Code and Article 16 of Chapter 62 of the City Code titled "Art in Public Places"; and WHEREAS, in order to create a program consistent with the intent and purpose for which the Public Art Program was created, a new element within the Miami Comprehensive Neighborhood Plan is intended to be created establishing policies, goals, and objectives which will guide the Public Art Program in the future with said element being the "Arts, Culture and the Creative Economy Element". NOW, THEREFORE, BE IT RESOLVED BY THE ART IN PUBLIC PLACES BOARD OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The AIPPB approves the expenditure of funds for consulting services for the execution of a Citywide Public Art Master plan, Design Guidelines and an Arts, Culture, and the Creative Economy Element with the following conditions: 1. The Public Art Division shall issue a Request for Proposals (RFP) or an Request for Qualifications (RFQ) in an amount not to exceed $120,000.00 for such serviceses. Section 3.
