Dear Mr. Carswell:
By this letter, St. James AME Church, a Florida non-profit organization ("St. James") is
requesting a fee simple conveyance of the Property owned by the City of Miami described
below for purposes of supporting the operations of St. James and redevelopment of the site in
order to provide much needed workforce housing and economic development opportunities for
the surrounding community.
St. James has been diligently working and procuring the necessary documentation and
resources to begin focusing on housing and economic development opportunities in the
surrounding areas of the Church. St. James is an established Florida not -for -profit organization
with a 501(c)(3) status from the Internal Revenue Service. The non-profit status allows St.
James to receive properties from municipalities and banks at little or no cost which in turn would
allow us to serve low, moderate and workforce income families. The organization's primary goal
has been to provide attainable services, affordable housing, and economic development
opportunities to those who economically and socially would not be able to avail themselves of
these services. Thus, at the heart of the organization's objective is to improve the quality of life
for the residents of the City of Miami

Property Reauested
The parcel of land requested for conveyance to St. James is located at 1785 NW 351h Street,
near the Earlington Heights Metrorail Station, as more particularly described herein. The
property is severely underutilized and is uniquely situated for a residential housing development.
Additionally, St. James is in the process of securing another workforce housing project at the
Earlington Heights Metrorail station in partnership with Miami -Dade County. The demand for
attainable housing is overwhelming and this additional project will help address those
community needs. The synergy of both projects would create economies of scale, greater
efficiencies and provide and overall improvement of the area.
Need for Development of the Propert
• Increase the affordable/workforce housing stock in the community, with an emphasis on
dwellings for working families and units for persons in low income and very low income
brackets.
• Provide jobs in management, maintenance and retail for the immediate community with
an emphasis on employment for the St. James community.
• Provide St. James with transitional and permanent housing for its community.
• Provide St. James with employment opportunities for its community.
St. James seek to provide much needed affordable and workforce housing to the community, as
well as employment and growth opportunities for area residents. Your help in conveying this
parcel to St. James is essential, life changing, and laying the foundation of our collective future.

• Senior Minister of Saint James A.M.E Church Miami, FL. 2011-Persent
In my capacity as the Senior Minister, I head the administrative body of the Church. Since accepting this
position, I have Championed the development of infrastructure by all ministry and support areas that
promote healthy, long-term growth of the church. In my tenure, I have led the church's building
programs, including capital fundraising campaigns with amounts over seven figures that have been
pledged, and secured, master planning, design and architecture, contractor selection, and construction
renovation and remodeling outdated facility. The Senior Minister oversees the compilation of a church
budget and adherence to that budget. As the Senior Minister I act as a President and C.E.O. oversite of 16
paid church staff, which often includes chief financial office, executive secretary, office manager,
worship &Arts director and Facilities manager. As Senior Minister I provided pastoral care and
counseling to membership including dealing with conflict resolution within the church and any discipline
issues that may arise.
• Saint James Community Development Corporation of Miami, Inc. Miami, FL. 2012-Persent
As President and Chief Executive Officer I have led initiatives that: foster and create through the infill
affordable homes program, foster community leadership, enhance and protect open spaces, and offer steps
to increased incomes and assets, so that residents can call Miami -Dade home for the long-term. Saint
James CDC is building a stronger and more stable community by representing and supporting the
expressed interests, positive engagement and leadership of Saint James' diverse local communities,
institutions, individuals, and families of all incomes. We: have a mission to develop affordable housing;
secure properties for homeownership; train people who wish to become homebuyers; offer services to
residents of the housing we help develop; and build community leadership and engagement. Saint James
CDC have strengthened community partnerships, and expanded our resident service programs, including
financial coaching, recreational, and other activities through our comnnLulity participation.

As the Executive Director, I assume the role of the Chief Executive Officer of Saint James Social and
Economic Development Center. My duties require that I report to the Board of Directors and take
responsibility for the organization's consistent achievement of its mission and financial objectives. In

program development and administration, I provide leadership in developing programs, organizational
and financial plans with the Board of Directors and staff, and carry out plans and policies authorized by

and goals, establish sound working relationships and cooperative arrangements with community groups
and organizations, 1 help the programs point of view of the organization to agencies, organizations, and
the general public, take responsibility for developing and maintaining sound financial practices, work
with the staff, Finance Committee, and the Board in preparing a budget; see that the organization operates
within budget guidelines, and ensure that adequate funds are available to permit the organization to carry
out its work; jointly, with the President and Secretary of the board of directors, conduct official
correspondence of the organization, and jointly, with designated officers, execute legal documents.

As Senior Minister, I served as head of the administrative body with the help of leadership. Duties and
responsibilities included overseeing the compilation of a church budget and adherence to that budget. The
Senior Minister acts as a manager of sorts to the paid church staff, which often includes a secretary, office
manager and custodian. The Senior Minister along with the church leadership ensures that the church is
adhering to the laws set by the African Methodist Episcopal Church and the bible. This includes dealing
with conflicts within the church and any discipline issues that may arise.
• Senior Minister of New Bethel A.M.E. Church, Port St. Joe, FL, 2004-2006
As Senior Minister, I served as head of the administrative body, with the help of church leadership. In the
Senior Minister position, 1 oversaw the compilation of the church budget and adherence to that budget. I

arts, pastoral care, group life, student and children's ministry areas as well as strategic planning, finance,
administration, human resources, and operations and performs other duties as assigned by Senior Minister
of the church.
Current & Political Experience:
Councilman Jinnnie L. Williams, III was re-elected in November 2013 to a four-year term in Council Seat
#4, which includes the Southwest area of Homestead. Councilman Jimmie L. Williams, III was first
elected as a Homestead Council Member Seat 4 in 2009.
City Councilman of Homestead (Elected Position) Homestead, FL, 2009-2017
As a City Council Member, 1 created and enhanced purposeful legislation, and pass local law and
ordinances. Legislation that passes through the Council may relate to city budgets in excess of $460
Million dollars, local taxes, land use, zoning and licenses for both business and recreation. As a City
Councilmember, my constituent's comes first with a city's population of 69,000. Interaction with the
public is essential to performing my duties effectively; duties which include supervising/monitoring the
performance efficiency of City departments and programs, negotiating contracts for Citywide capital
improvement projects, and serving as liaison with other governments. As a City Councilmember, I fulfill
my responsibilities to my constituents by listening to their concerns and suggestions, explaining new
legislation and the impact of said legislation on the community. I represented the City of Homestead
during interaction with county (Miami -Dade), state (Florida), and the federal government. In the spring

of 2017, .1 met with state legislators on both side of the Health Care Appropriations Committees, Securing
over $200,000.00 in funding for a Sickle Cell Disease initiative to be implemented statewide in Florida.
House Bill 2975 is the first legislative item that facilitates a research and care clinic dedicated only to
patients with Sickle Cell Disease.
