Background of Item: The City of Miami ("City") is responsible for public safety throughout the City, which includes the Southeast Overtown/Park West ("SEOPW') Community Redevelopment Agency ("CRA") area. In June 2021, the Board of Commissioners of the SEOPW CRA adopted Resolution No. 21-0018, authorizing an award of a grant, in an amount not to exceed $600,000.00, to the City of Miami Police Department to fund the costs associated with enhanced police services, the purchase of new cameras, public safety to include added lighting for targeted areas that pose a risk to the homeless population in the redevelopment area. This program will support the enhanced police services in the SEOPW CRA of the City of Miami for the well-being of the community by: Continuing to focus on crime prevention, quality of life improvement; removal of slum and blight conditions; enhancing the visible presence of police in the community, and monitoring criminal activities by utilizing camera surveillance from the Real Time Crime Center. The CRA authorized the grant to be disbursed on a reimbursement basis with the provision of invoice(s) requesting payment. WHEREAS, the City of Miami ("City") is responsible for public safety throughout the City, which includes the Southeast Overtown/Park West Community Redevelopment Agency's ("CRA") Redevelopment Area; and WHEREAS, pursuant to Section 163.370(2)(o), Florida Statutes, the CRA has the power to develop and implement community policing innovations with the objective of remedying slum and blight, and the causes thereof, within its Redevelopment Area; and WHEREAS, the City's Police Department ("MPD") has an interest in continuing the CRA Detail, an innovative service -oriented police unit, in a problem solving team capacity, to establish and support working partnerships with the CRA, Neighborhood Enhancement Teams, residents, business owners, and homeless outreach programs; and WHEREAS, in June 2021, the Board of Commissioners of the CRA adopted Resolution No. 21-0018 authorizing an award of a grant in an amount not to exceed $600,000.00 to MPD to fund the costs associated with the CRA Detail's enhanced police services, the purchase of new cameras, and public safety measures including additional lighting for targeted areas that pose a risk to the homeless population in the Redevelopment Area (collectively, "Program"); and WHEREAS, the Program will support enhanced police services by adding two (2) additional BEAT officers to the Overtown Support Team to focus primarily on crime prevention, quality of life improvement, and removal of slum and blight conditions within the CRA's Redevelopment Area as well as provide additional detectives to MPD's Real Time Crime Center to monitor surveillance cameras within the CRA's Redevelopment Area; and WHEREAS, the CRA authorized the grant funds to be disbursed throughout the term of the proposed agreement on a reimbursement basis to the City upon presentation of invoices and satisfactory documentation; and WHEREAS, no matching funds are required from the City; and WHEREAS, the City Commission wishes to accept the grant from the CRA; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City Manager is authorized' to accept a grant from the CRA in an amount not to exceed $600,000.00 for the Program within the CRA's Redevelopment Area. Section 3. The City Manager is authorized' to execute the grant agreement, in substantially the attached form. Section 4. The City Manager is further authorized' to designate the Chief of Police or other designee to negotiate and execute any and all other necessary documents, all in forms acceptable to the City Attorney, for acceptance of the grant. Section 5. Z If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City of Miami Commission.
