Purpose of Item:
A Resolution of the Miami City Commission, with attachment(s), establishing a new
Special Revenue Project titled: "2021 BJA FY 21 Byrne Criminal Justice Innovation
Program (BCJI);" consisting of a grant award from the United States Department of
Justice, Office of Justice Programs, Bureau of Justice Assistance, in the amount of
$1,000,000.00 to provide the Miami Police Department ("MPD") with funding for
research, evaluation, technical assistance and contractual support with no local match
required; authorizing the City Manager to accept the grant award, in substantially the
attached form; further authorizing the City Manager to designate the Chief of Police or
designee to execute any and all other necessary documents in order to implement the
acceptance and administration of said grant award, all in forms acceptable to the City
Attorney.
Background of Item:
The City of Miami ("City") has been awarded a grant by the United States Department of
Justice, Office of Justice Programs, Bureau of Justice Assistance ("Grantor") in the
amount of $1,000,000.00 ("Grant"), with no required local match, to provide the Miami
Police Department ("MPD") funding for research, evaluation, technical assistance and
contractual support. The Grant will be used by MPD to support the implementation of a
focused deterrence framework, including Community Violence Intervention strategies.
The goals are to include but not limited to, design evidence -informed strategy to reduce
serious violence in the targeted neighborhoods in the City of Miami and develop a plan
to sustain Miami's strategy beyond the life of this federal grant. MPD is the lead agency
in collaboration with the National Network for Safe Communities at John Jay College of
Criminal Justice and Ummah Future International. Project activities include rigorous
research and analysis of the immediate violence dynamics in the target areas of Little
Haiti and Model City.

A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
ESTABLISHING A NEW SPECIAL REVENUE PROJECT TITLED "2021 BJA FY 21
BYRNE CRIMINAL JUSTICE INNOVATION PROGRAM;" ACCEPTING A GRANT
AWARD FROM THE UNITED STATES DEPARTMENT OF JUSTICE, OFFICE OF
JUSTICE PROGRAMS, BUREAU OF JUSTICE ASSISTANCE IN THE AMOUNT OF
$1,000,000.00, WITH NO LOCAL MATCH REQUIRED, TO PROVIDE THE MIAMI
POLICE DEPARTMENT WITH FUNDING FOR CRIMINAL JUSTICE INITIATIVES,
TECHNICAL ASSISTANCE, TRAINING, EQUIPMENT, AND CONTRACTUAL
SUPPORT; AUTHORIZING THE CITY MANAGER TO EXECUTE A GRANT
AGREEMENT, IN SUBSTANTIALLY THE ATTACHED FORM; FURTHER
AUTHORIZING THE CITY MANAGER TO DESIGNATE THE CHIEF OF POLICE TO
NEGOTIATE AND EXECUTE ANY OTHER NECESSARY DOCUMENTS, ALL A
FORMS ACCEPTABLE TO THE CITY ATTORNEY, IN ORDER TO IMPLEMENT THE
ACCEPTANCE AND ADMINISTRATION OF THE GRANT AWARD.
WHEREAS, the City of Miami ("City") has been awarded a grant by the United
States Department of Justice, Office of Justice Programs, Bureau of Justice Assistance
("Grantor") in the amount of $1,000,000.00, with no required local match, to provide the
Miami Police Department ("MPD") funding support for criminal justice initiatives, technical
assistance, training, and contractual support; and
WHEREAS, the grant will be used by MPD to support criminal justice initiatives,
including Community Violence Intervention strategies, that will expand and improve MPD's
operations, as allowed by the grant agreement, to reduce crime, enhance officer safety, and
provide safety to the residents, businesses, and visitors of the City; and
WHEREAS, the grant is awarded for a period of three (3) years, beginning October
1, 2021 and ending on September 30, 2024;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The following new Special Revenue Project is established and resources are
appropriated as described below:
FUND TITLE: 2021 BJA FY 21 Byrne Criminal Justice Innovation Program (BCJI)
RESOURCES: Department of Justice/Office of Justice Programs,
Bureau of Justice Assistance $1,000,000.00
APPROPRIATION: Support Criminal Justice Initiatives of the
Department of Police
$1,000,000.00
Section 3. The City Manager is authorized' to execute the grant agreement with the
Grantor in substantially the attached form.
Section 4. The City Manager is further authorized' to designate the Chief of Police to
negotiate and execute any and all other necessary documents, all in forms acceptable to the
City Attorney, in order to implement the acceptance and administration of the grant award.
Section 5. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2

' The herein authorization is further subject to compliance with all legal requirements that may be
imposed, including but not limited to those prescribed by applicable City Charter and City Code
provisions.
Z If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City of Miami Commission.
