Subject: Approve - Miami Police Officers Health and Wellness Agreement
Purpose of Item:
A Resolution of the Miami City Commission, with attachment(s), authorizing the City
Manager to execute the Edward Byrne Memorial Justice Assistance Grant Program
Subaward Agreement, in substantially the attached form, between the City of Miami
("City") and the Florida Department of Law Enforcement for the implementation of the
"Miami Police Officers Health and Wellness;" further authorizing the City Manager to
accept funds in the amount of $33,778.00 with no City match funds required; further
authorizing the City Manager to designate the Chief of Police or his designee to execute
any and all other necessary documents, all in forms acceptable to the City Attorney, to
implement the acceptance and administration of said funds and compliance with
requirements of the subaward agreement.
Background of Item:
The Edward Byrne Memorial Justice Assistance Grant (JAG) Program provided a grant
award to the Florida Department of Law Enforcement ("FDLE") to fund Police Officers
Health and Wellness in Miami -Dade County. The City of Miami ("City") submitted an
application to FDLE and was awarded cost -reimbursement funds for the implementation
of the project. The Miami Police Department ("MPD") will offer a Health and Wellness
Program incorporating mental and physical training activities. The funding will be utilized
for overtime pay to qualified police personnel to teach safety/tactical sessions, provide
combative control, grappling techniques to increase officer safety and contractual
services to conduct workout courses and individualized assistance from a mixed -martial
arts instructor. The Subaward Agreement is for the covering period of October 1, 2021,
to September 30, 2022, and does not require a City match.

A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AUTHORIZING THE CITY MANAGER TO EXECUTE THE EDWARD BYRNE
MEMORIAL JUSTICE ASSISTANCE GRANT PROGRAM SUBAWARD AGREEMENT,
IN SUBSTANTIALLY THE ATTACHED FORM, BETWEEN THE CITY OF MIAMI
("CITY") AND THE FLORIDA DEPARTMENT OF LAW ENFORCEMENT FOR THE
IMPLEMENTATION OF THE "MIAMI POLICE OFFICERS HEALTH AND WELLNESS"
PROJECT; AUTHORIZING THE CITY MANAGER TO ACCEPT GRANT FUNDS IN
THE AMOUNT OF $33,778.00 WITH NO CITY MATCH FUNDS REQUIRED;
FURTHER AUTHORIZING THE CITY MANAGER TO DESIGNATE THE CHIEF OF
POLICE TO NEGOTIATE AND EXECUTE ANY AND ALL OTHER NECESSARY
DOCUMENTS, ALL IN FORMS ACCEPTABLE TO THE CITY ATTORNEY, TO
IMPLEMENT THE ACCEPTANCE AND ADMINISTRATION OF THE FUNDS AND
COMPLIANCE WITH REQUIREMENTS OF THE SUBAWARD AGREEMENT.
WHEREAS, the Edward Byrne Memorial Justice Assistance Grant Program provided a
grant award to the Florida Department of Law Enforcement ("FDLE") to fund initiatives intended
to support health and wellness programs created for law enforcement officers in Miami -Dade
County ("Project"); and
WHEREAS, the City of Miami ("City") submitted an application to FDLE and was
awarded cost -reimbursement funds in the amount of $33,778.00 for the implementation of a
program consistent with the special conditions as set forth in the Project; and
WHEREAS, the Miami Police Department ("MPD") will implement the Miami Police
Officers Health and Wellness Program ("Program") which incorporates mental and physical
training activities for sworn personnel; and
WHEREAS, the subaward grant funds will be utilized for contractual services and
overtime pay to qualified MPD personnel to provide instructor -led sessions and individualized
assistance training in tactical safety, combative control and grappling techniques, and create
exercise courses; and
WHEREAS, the goal of the Program is to reduce the incidence of obesity and
hypertension by increasing fitness, health, and wellness awareness among MPD's sworn
personnel; and
WHEREAS, the subaward funds are available for a period of one (1) year beginning on
October 1, 2021 and ending September 30, 2022; and
WHEREAS, the subaward funds does not require a City match;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City Manager is authorized' to execute the subaward agreement, in
substantially the attached form, between the City and FDLE to provide for the implementation of
the Program.
Section 3. The City Manager is authorized to accept subaward funds in the amount of
$33,778.00, with no City match funds required.
Section 4. The City Manager is further authorized' to designate the Chief of Police to
negotiate and execute any and all other necessary documents, all in forms acceptable to the
City Attorney, to implement the acceptance and administration of the funds and compliance with
requirements of the subaward agreement.
Section 5. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2

' The herein authorization is further subject to compliance with all legal requirements that may be
imposed including, but not limited to, those prescribed by applicable City Charter and City Code
provisions.
Z If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
