A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
ESTABLISHING A NEW SPECIAL REVENUE PROJECT TITLED "FY 2022
SPEED/AGGRESSIVE DRIVING ENFORCEMENT SATURATION PATROL
PROJECT"; ACCEPTING A GRANT AWARD FROM THE FLORIDA
DEPARTMENT OF TRANSPORTATION ("FDOT") IN THE AMOUNT OF
$270,000.00 ("FUNDS") WITH NO CITY OF MIAMI MATCH REQUIRED;
APPROPRIATING THE FUNDS TO THE MIAMI POLICE DEPARTMENT TO
PROVIDE RESOURCES FOR SPEED/AGGRESSIVE DRIVING DETERRENCE
AND EDUCATION; FURTHER AUTHORIZING THE CITY MANAGER TO
EXECUTE THE GRANT AGREEMENT, IN SUBSTANTIALLY THE ATTACHED
FORM, WITH FDOT; FURTHER AUTHORIZING THE CITY MANAGER TO
DESIGNATE THE CHIEF OF POLICE OR ANY OTHER DESIGNEE TO
NEGOTIATE AND EXECUTE ANY AND ALL OTHER NECESSARY
DOCUMENTS, ALL IN FORMS ACCEPTABLE TO THE CITY ATTORNEY, IN
ORDER TO IMPLEMENT THE ACCEPTANCE AND ADMINISTRATION OF THE
GRANT.
WHEREAS, the City of Miami ("City") submitted a grant application to the Florida
Department of Transportation (TDOT") to fund the Miami Police Department's ("MPD") motor
vehicle and highway safety initiative ("Project"); and
WHEREAS, the City received notification that the application was approved for funding
in an amount not to exceed $270,000.00 ("Grant") for reimbursement of the Project's personnel
and services; and
WHEREAS, the implementation of the Project's cost will be allocated towards personnel
which will cover overtime salaries and benefits including those provided pursuant to the Federal
Insurance Contributions Act; and
WHEREAS, the Grant will be used to continue the City's efforts to decrease speed and
aggressive driving incidents, increase instances of high visibility and saturation patrol by MPD to
reduce the likelihood of vehicular collisions and fatalities in the City, and enhance MPD's
enforcement efforts and deterrence capabilities on roadways; and
WHEREAS, the period for the Grant award began on October 1, 2021 and will terminate
on September 30, 2022; and
WHEREAS, there are no matching funds required from the City for the Grant; and
WHEREAS, the City Manager is requesting authorization to accept the Grant and to
establish a new Special Revenue Project for the appropriation of the Grant;

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The following new Special Revenue Project is established and resources are
appropriated as described below:
Project
FUND TITLE: FY 2022 Speed/Aggressive Driving Enforcement Saturation Patrol
RESOURCES: Florida Department of Transportation $270,000.00
APPROPRIATIONS: Highway Safety

Section 3. The City Manager is authorized to execute the grant agreement, in
substantially the attached form, with FDOT.
Section 4. The City Manager is further authorized [1] to negotiate and execute any
and all necessary documents, all in forms acceptable to the City Attorney, for the purposes
stated herein.
Section 5. The City Manager is authorized to designate the Chief of Police or any other
designee to execute the necessary documents to implement the acceptance of the Grant with
no City matching funds required for overtime reimbursement of MPD's members conducting
high visibility for speed/aggressive driving deterrence and education.
Section 6. This Resolution shall become effective immediately upon its adoption
and signature of the Mayor. [2]
[1 ] The herein authorization is further subject to compliance with all requirements that may be imposed by
the City Attorney, including but not limited to those prescribed by applicable City Charter and City
Code provisions.
[2] If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar
days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become
effective immediately upon override of the veto by the City of Miami Commission.
