Purpose of Item:
A Resolution of the Miami City Commission, with attachment(s), establishing a new
Special Revenue Project titled: "BJA FY 21 Edward Byrne Memorial Justice Assistance
Grant (JAG) Program;" consisting of a grant award from the United States Department
of Justice, Office of Justice Programs, Bureau of Justice Assistance, in the amount of
$249,360.00 to provide the Miami Police Department ("MPD") with funding for planning,
evaluating, technical assistance and contractual support with no local match required;
authorizing the City Manager to accept the grant award, in substantially the attached
form; further authorizing the City Manager to designate the Chief of Police or designee
to execute any and all other necessary documents in order to implement the
acceptance and administration of said grant award, all in forms acceptable to the City
Attorney.
Background of Item:
The City of Miami("City") has been awarded a grant by the United States Department of
Justice, Office of Justice Programs, Bureau of Justice Assistance ("Grantor") in the
amount of $249, 360.00 ("Grant"), with no required local match, to provide the Miami
Police Department ("MPD") funding for planning, evaluating, technical assistance and
contractual support. The Grant will be used by MPD to support the implementation of
the Miami Open Data Portal Initiative. The goal of the initiative is to create a user-
friendly interface on MPD's website for public information requests. This interface will
make public information far more accessible to the public, decrease turnaround for
information requests, increase agency transparency and ultimately build greater trust
between the community and MPD.

A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
ESTABLISHING A NEW SPECIAL REVENUE PROJECT TITLED "BJA FY 21
EDWARD BYRNE MEMORIAL JUSTICE ASSISTANCE GRANT ('JAG') PROGRAM";
AUTHORIZING THE CITY MANAGER TO ACCEPT A GRANT AWARD FROM THE
UNITED STATES DEPARTMENT OF JUSTICE, OFFICE OF JUSTICE PROGRAMS,
BUREAU OF JUSTICE ASSISTANCE ("GRANTOR") IN THE AMOUNT OF
$249,360.00, WITH NO LOCAL MATCH REQUIRED, AND APPROPRIATE SAID
AWARD TO THE MIAMI POLICE DEPARTMENT TO PROVIDE FUNDING FOR
PLANNING, EVALUATING, TECHNICAL ASSISTANCE, AND CONTRACTUAL
SUPPORT FOR THE IMPLEMENTATION OF THE MIAMI OPEN DATA PORTAL
INITIATIVE; AUTHORIZING THE CITY MANAGER TO EXECUTE A GRANT AWARD
AGREEMENT, IN SUBSTANTIALLY THE ATTACHED FORM, WITH THE GRANTOR;
FURTHER AUTHORIZING THE CITY MANAGER TO DESIGNATE THE CHIEF OF
POLICE OR OTHER DESIGNEE TO NEGOTIATE AND EXECUTE ANY AND ALL
OTHER NECESSARY DOCUMENTS, ALL IN FORMS ACCEPTABLE TO THE CITY
ATTORNEY, IN ORDER TO IMPLEMENT THE ACCEPTANCE AND
ADMINISTRATION OF THE GRANT.
WHEREAS, the City of Miami ("City") has been awarded a grant by the United States
Department of Justice, Office of Justice Programs, Bureau of Justice Assistance ("BJA") in the
amount of $249,360.00, with no required local match ("Grant"), to provide the Miami Police
Department ("MPD") funding for the planning, evaluating, technical assistance, and contractual
support for the implementation of a user-friendly interface on MPD's website where the public
will be able to submit public records requests and receive responsive records; and
WHEREAS, the Grant will be used by MPD to support the implementation of the Miami
Open Data Portal Initiative; and
WHEREAS, this interface will make public information far more accessible to the public,
intended to decrease turnaround time in receiving responsive records or information requests,
increase agency transparency, and ultimately build greater trust between the community and
MPD; and
WHEREAS, the Grant is to be expended over a two-year period;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The following new Special Revenue Project is established and resources are
appropriated as described below:
FUND TITLE: BJA FY 21 Edward Byrne Memorial Justice
Assistance Grant Program
RESOURCES: BJA $249,360.00
APPROPRIATION: Support the Implementation of Miami Open Data
Portal Initiative $249,360.00
Section 3. The City Manager is authorized to accept the Grant from BJA in the amount of
$249,360.00, with no local match required, to provide funding to MPD for the planning,
evaluating, technical assistance, and contractual support for the implementation of the Miami
Open Data Portal Initiative.
Section 4. The City Manager is authorized' to execute a Grant agreement, in
substantially the attached form.
Section 5. The City Manager is further authorized to designate the Chief of Police or
other designee to negotiate and execute any and all other necessary documents, all in forms
acceptable to the City Attorney, to implement the acceptance and administration of the Grant.
Section 6. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2

Section 4. The City Manager is authorized1 to execute the Grant Agreement, in substantially the
attached form, with the Grantor.
Z If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
