I reviewed a couple of social media platforms but could not find any comments regarding anyone meeting at Bayside. The officer's vehicles were placed in strategic locations throughout Bayside with their overheads on as a deterrent while the officers walked the interior and exterior of Bayside. Officers observed many of the juveniles being dropped off without any adult supervision. At 2100 hours, we noticed that the scooters were still operational. We immediately began to send text messages to scooter companies to advise them of the situation and requested that the scooters be turned off. The scooter companies were advised during the last City of Miami Commission meeting to stop operations at 2100 daily. At approximately 2130 hours, we began to see many juveniles gathering inside Bayside. The juveniles were running around and causing a disturbance. Bayside security requested our assistance to remove the juveniles from inside their property. The supervisor asked additional units from patrol to assist in removing the juveniles. The juveniles were escorted out of Bayside without incident; however, the juveniles remained in Downtown and did not leave until after midnight. The juveniles were causing disturbances while on Biscayne BIvd. and riding the scooters in recklessly. We kept a significant presence of police officers in the area to prevent any crimes. Two arrests were made and the A- forms are attached. During this time, we did not have any Part -One crimes occur in this specific area besides the 32L for the above-mcntioned arrest. On Christmas Day we had an incident at Bayside were apprx. 300 juveniles entered into Bayside Market place and began a disturbance with juveniles fighting and riding scooters past midnight. Cmdr. Regueira had several officers already monitoring the location due to a history of incidents during holidays when we have seen many juveniles gathering at the location. I have attached a complete after action report with some details. The information on the juvenile arrested was redacted, but all other information is included. According to the communications report 40 police officers from B & C shift responded to Bayside reference the disturbance. This includes the overtime Downtown units. The breakdown is as follows: The Labor cost of the 36 officer using the average of $35.00 an hour for 3.25 hours = $4,095 3 Overtime Units 5 hours = $786.98 1 Overtime Sgt 5 hours=$302.70 The overall approximate labor cost was $5,184.68 Submitted into the public record for item(s) SR.2 and FR.5.
