On Monday, November 29, the City Commission passed in a 3-1 majority resolution reinstating
the scooter pilot program "with the recommended safety measures as discussed". Some of these
safety measures that were discussed on the dais included:
Lower speed limits
- Operation cut-off at 9:00pm
- Helmet requirements
Unfortunately, these measures that were mandated by the City Commission haven't been
implemented by the scooter operators, nor enforced by the city. Videos of the Christmas Day
disturbance at Bayside Marketplace show dozens of scooters operating well after the mandated
cut-off time and without helmets.
"Scooter clutter and unsafe riding has been an ongoing issue at Bayside" said Pamela Weller,
General Manager of Bayside MarketPlace. "We have asked the city repeatedly to do a better job
setting limits and enforcing them, but the situation hasn't improved."
While the DNA views micro -mobility modalities as important components for the development
of downtown Miami as a modern urban center, we cannot accept the continued disregard for
the rule of law in our neighborhood.
Therefore, the DNA calls upon the City Commission and the Miami Police Department to take
immediate enforcement action against the scooter operators that continue to ignore the safety
measures mandated at the November 29 City Commission meeting,

According to the communications report 40 police officers from B & C shift responded to Bayside reference the
disturbance. This includes the overtime Downtown units. The breakdown is as follows:
The Labor cost of the 36 officer using the average of $35.00 an hour for 3.25 hours = $4,095
3 Overtime Units 5 hours = $786.98
1 Overtime Sgt 5 hours=$302.70
The overall approximate labor cost was $5,184.68

Scooter laws being abused .

To address this commission who approved the scooter laws, with the exception of Manolo Reyes, and Joe Carollo who
was absent from the meeting , the downtown neighborhood has noticed, that there have been scooters put outside, all
current events being held in the downtown neighborhood.
First off this was approved and passed based on "supposed safety helmets " which only one company helbiz provided.
Secondly, laws get bent in the name of any Commissioner, supposedly involved in "any or all scooter companies"having
"interests "that is against government policy".
Thirdly, where is the geo fencing lines, where scooter speeds can be cut, or turned off outside jurisdiction.These vehicles
have caused havoc, to the downtown neighborhood, and the only person who assists in this is James Torres, who has
only had downtown in his interest of making it better for its constituents.

Good afternoon, James,
Thank you for your continued advocacy for the Downtowners. In addition to the 5 regulations you listed that are not being
enforced, many of us would appreciate it if regulations for properly parking scooters would also be enforced. This one is
easy for the scooter companies to do themselves, as they know who used the scooter last and did not park it properly.
We don't need for police to get involved, nor do we need multiple photos from the general public. The scooter company
should charge a fine large enough to get the attention of the riders.
Attached, I have included 2 photos of properly parked scooters in Oxford and Madrid. These "world class cities" fine their
riders who leave scooters in the middle of sidewalks or in the streets. And, guess what? It works! I'm just tired of
dodging scooters left lying all over the place. This is also a safety issue, as it would be very easy to trip over these items.
Our building frequently has a few scooters just abandoned on our private sidewalks. This isn't that hard to fix.
