The City Commission will be considering the approval of the allocation of American
Rescue Plan Act of 2021 ("ARPA") funds on a reimbursement basis, in a total amount not
to exceed Three Million One Hundred Fifty Thousand Dollars ($3,150,000.00), to the
agencies as specified in Exhibit "A," to provide support for individuals who have
experienced a negative economic impact from the Covid-19.
As these agencies are familiar with the needs of the community and requirements
imposed by the City and currently performing the services needed by the City, it would
therefore be advantageous to the City to expedite the allocation and waive procurement
requirements at this time.
Providing these funds to these organizations will allow the city to deal with the homeless
issue in an expedited manner since the agencies are already performing such functions,
which cannot happen with procurement process, which could take over 30-40 days.
RECOMMENDATION
In light of the above stated, approval of a waiver of the formal requirements of competitive
sealed bidding methods as not being practicable or advantageous to the City as set forth
in the City Code of Ordinance, as amended, specifically Section 18-85 (A), and the
affirmation of these written findings and the forwarding of the same to the City
Commission for ratification by a four -fifths vote is respectfully requested.
