Background of Item: Due to the continuous decrease of available Community Development Block Grant ("CDBG") funds in the last few years, Public Service agencies' allocations have been reduced resulting in reduction of services to residents. The City Commission wishes to allocate funding to cover public service program shortfalls for fiscal year 2021-2022 from the Social Services Gap Program fund, account No.14010.910101.882000 On September 23, 2021, the City of Miami Commission approved a contribution from General Funds for Public Service activities. The City Manager has made a finding, attached and incorporated as Exhibit "B," that pursuant to Section 18-85(a) of the Code of the City of Miami, Florida, as amended ("City Code"), competitive negotiation methods and procedures are not practicable or advantageous to the City of Miami ("City") for obtaining said services and has recommended to the City Commission that the findings be adopted and that competitive bidding methods and procedures be waived. The City's Administration recommends the allocation of funds in the amount of $131,473.88 from the Social Services Gap Program to the agencies as specified in Attachment "A", attached and incorporated, for Public Service activities. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as fully set forth in this Section. Section 2. The City Manager is authorized' pursuant to Section 18-72 of the City Code to allocate funds in the total amount of $131,473.88 to the Agencies for Public Service activities for program year 2021-2022 with said funds allocated from the Social Services Gap Program, Account No. 14010.910101.882000. Section 3. The City Manager is authorized' to negotiate and execute any and all necessary documents, all in forms acceptable to the City Attorney, for said purpose. ' The herein authorization is further subject to compliance with all legal requirements that may be imposed, including but not limited to those prescribed by applicable City Charter and City Code provisions. Section 4. This Resolution shall become effective immediately upon its adoption.
