HomeMy WebLinkAboutR-21-0494City of Miami f Legislation Resolution: R-21-0494 File Number: 10934 City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com Final Action Date: 12/9/2021 A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), AMENDING THE CITY OF MIAMI'S DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT'S PROGRAM POLICIES INCREASING THE MAXIMUM SUBSIDY FOR THE SINGLE FAMILY REPLACEMENT HOME PROGRAM AND FOR THE SINGLE FAMILY REHABILITATION PROGRAM FROM $150,000.00 TO $250,000.00 AND $50,000.00 TO $70,000.00, RESPECTIVELY, AS INDICATED IN EXHIBIT "A," ATTACHED AND INCORPORATED; FURTHER AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE ANY AND ALL NECESSARY DOCUMENTS, ALL IN FORMS ACCEPTABLE TO THE CITY ATTORNEY, FOR SAID PURPOSE. SPONSOR(S): Commissioner Ken Russell, Commissioner Joe Carollo, Commissioner Manolo Reyes, Commissioner Christine King WHEREAS, on January 10, 2019, the City Commission adopted Resolution No. R-19- 0021 establishing the maximum subsidy of $150,000.00 for the Department of Housing and Community Development's ("Department") Single Family Replacement Home Program Policy ("Replacement Program"); and WHEREAS, on February 13, 2020, the City Commission adopted Resolution No. R-20- 0046 establishing the maximum subsidy of $50,000.00 the Department's Single Family Rehabilitation Program Policy ("Rehab Program"); and WHEREAS, the current maximum subsidy for the Replacement Program has made it difficult for the City of Miami ("City") to attract contractors to build a replacement home; and WHEREAS, the cost of rehabilitation needed to bring properties up to current building code standards and to ensure the health and safety of City residents has consistently been in excess of the current maximum subsidy for the Rehab Program due to the increase in the cost of materials and labor exacerbated by the novel coronavirus pandemic; and WHEREAS, both Programs are tools needed to assist low and moderate income homeowners preserve or rebuild their homes; and WHEREAS, the City's Administration recommends amending the Department's Program Policies increasing the maximum subsidy for the Replacement Program and for the Rehab Program from $150,000.00 to $250,000.00 and $50,000.00 to $70,000.00, respectively, as indicated in Exhibit 'A" attached and incorporated; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. The amendments of the Department's Program Policies increasing the maximum subsidy for the Replacement Program and for the Rehab Program from $150,000.00 to $250,000.00 and $50,000.00 to $70,000.00, respectively, as indicated in Exhibit "A," attached and incorporated, are authorized.' Section 3. The City Manager is authorized' to negotiate and execute any and all necessary documents, all in forms acceptable to the City Attorney, for said purpose. Section 4. This Resolution shall become effective immediately upon its adoption.
