1. Describe the qualities, experience, expertise and abilities that you possess thatwould
make you an effective board member that will act in the public interest.
Empathy is by far the most important quality in acting for the public interest. Other good qualities include respect, understanding, and ability to reason.
I was born in Milan, Italy and had the good fortune of traveling throughout Europe which exposed me to different cultures and ways of thinking that I use to this day.
Once graduated I began working in the Affordable Housing Industry with Related Urban (an affiliate of the Related Group) and throughout my professional career I had the pleasure
of wearing many different hats that exposed me to the planning and entitlement process. After 8.5 years of working with Related Urban I joined Integral Development,
where I continue my work in the Affordable Housing Industry. Currently I am working on a 47 Acre multi -phase affordable and workforce development in partnership
with Louisiana's Local Housing Authority. All throughout my career I have worked with Public Housing Agencies in the pursuit of increasing the affordable housing
stock as well as rehabilitating their current stock via Public -Private Partnerships. My ethos, at heart, has and will always be people first; we build for and with the help of people.

2. Describe your educational background and general knowledge of planning and zoning.
Born and raised in Milan, Italy, I've head the pleasure and opportunity to travel to Miami to attend Florida International University, where I graduated with a Masters and
Bachelor of Science in Construction Management. After graduating I've been blessed with the opportunity to work with Related Urban; the affordable development arm of
The Related Group. My first foray in planning and zoning began with obtaining permits for all the affordable developments where within my first year I have obtained 12 Master Permits
of which the vast majority where at the City of Miami. I remember the first days where I read Miami 21 and it introduced me to the concepts of New Urbanism and Smart Growth.
I've always had a keen interest in the why's as opposed to the how's, so I began reading books such as The New Urban Crisis by Richard Florida, The Smart Growth Manual,
and Triumph of the City by Edward Glaeser. As a practitioner I've participated in the entitlement process in multiple jurisdictions, presented at multiple board meetings,
and constantly analyze planning and zoning codes as our first step in developing affordable housing.
3. Describe any prior community or personal involvement that you have had that
demonstrates interest in and concern for planning and planning implementation.
At Florida International University (FIU) I joined Sigma Beta Rho as a founding father of the FIU "Colony". One of our funding pillars is Society (represented by Sigma)
and through the fratemity, I've had the pleasure to give back by participating in local and regional events, such as volunteering with the Make -A -Wish foundation, Habitat
for Humanity, and Big Brothers and Big Sisters. We've also sponsored fund raisers for various charities such as Breast Cancer Rsearch, Prevent Child Abuse Awarenes, and more.
Through my professional career I have participated at the Harvard Real Estate Weekend 2017, many ULI Events (local and regional), FIU's events such as the Developers'
Roundtable Discussion with Commissioner Ken Russel as a participant among other local industry leaders, meetings with Public Housing residents, Miami -Dade Public Housing
and Community Development (PHCD) "Closing In on 10,000 - A Housing Summit, and PHCD's Housing Practicum to list a few. Moreover through the Related Philanthropic
Foundation we've had the opportunity to give back to our community through matching donations, along with volunteer events such as Big Brothers Big Sisters of America, and mural
painting/landscaping at Charles Drew K-8 in Liberty City.
4. Describe any planning or land use or growth management seminars that you have
attended.
Participate in ULI meetings such as the 2018-19 Advisory whose purpose is to provide high-level guidance for ULI's Strategy, areas of impact and action for the year to come.
I've had the pleasure of presenting to ULI Members for the "Thinking/Private Partnerships, Community Building and Workforce Housing Tour" where I discussed
the Public -Private Partnership between the Related Group and Miami -Dade Public Housing and Community Development. The presentation was in a Tour format, where the participants joined us
at a Master Development Site known as the Three Round Tower, where we discussed the collaboration with Miami -Dade County, the recent renovation of Three Round Tower A
leveraging Low -Income Housing Tax Credits, State and Local programs such as HOME, SHIP, SURTAX, etc. We also discussed the next phases that were planned as
an Opportunity Zone Deal and HUD's Rental Assistance Demonstration (RAD) Program.
5. Describe any membership in organizations having the primary aim of the furtherance
of dissemination of knowledge of and support of sound planning and implementation of
planning programs.
Although not member of an organization with the aforementioned specific purpose, I am a member of the Urban Land Institute whose purpose is "to provide leadership
in the responsible use of land and in creating and sustaining thriving communities worldwide", Builders Association of South Florida, and Coalition of Affordable Housing
Practitioners.
6. Describe any other activity evidencing knowledge and interest in the public purposes
of planning and plan implementation.
Through the Builders Association of South Florida I've had the opportunity to attend many meetings regarding local legislative changes of which many pertain—tirplanning -
such as the or the Inclusionary Zoning Ordinance sponsored by Commissioner Barbara Jordan or Electric Vehicle Ordinance sponsored by Commissioner �"'Ha fella Levine
Cava. Participated in locally sponsored events such as the FIU Roundtable series, PHCD Housing Summit and Housing Practicum, Industry Discussion Grsyps with City
of Miami and Miami -Dade County, and Coalition of Affordable Housing Practitioner meetings. I am also an avid reader of which I had the pleasure ofenjoying
the Death and Life of Great American Cities by Jane Jacobs, the Triumph of the City by Edward Glaeser, and I am currently reading The Color of Law by Richard Rothstein

(5) As a member or alternate member of the Planning, Zoning and Appeals Board I agree to
participate in at least one seminar on planning or zoning to be held in the state or elsewhere, and approved
by the city, during the course of each calendar year that I remain a member or alternate member of the
Planning, Zoning and Appeals Board. I acknowledge that I am subject to removal from the board if I fail to
meet this requirement each and every year after assuming board membership or alternate membership.

estate development, project management, and construction; served on several non-profit and
governmental boards; been a member of the Florida Bar for over a decade; small business owner in a
heavily regulated industry; dealt with state, city, county and national codes and agencies on a regular

zonina.
Educational background
High School Diploma (Theater) / New World School of the Arts; Bachelor of Arts
(Theater) / University of Florida; Juris Doctor / St. Thomas University School of Law.
My general knowledge of planning and zoning comes from my experiences as a bar owner and
operator, as a small business owner, an atypical real estate developer focused on creative uses
and food & beverage, musician, and attorney. All of these require the me to navigate the
interwoven fabric of rules, ordinances, regulations, laws, administrative processes, and politics
to arrive at a desired result.
Additionally, I have read several items from the MIT OpenCourseWare School of Architecture
Urban Planning courses' reading lists, and read books about planning, urban life, parking,
architecture, design, and other related areas.
3. Describe any prior community or personal involvement that you have had that
demonstrates interest in and concern for planning and planning implementation
Whilst working in Key West for several years, I joined Reef Relief, a long-standing, well
respected environmental organization that focuses on protecting coral reef. Reef Relief shaped
policy through an education curriculum based on sound science and through advocation for
planning policy to minimize the harm done to the water quality that our entire state relies on for
drinking, swimming, tourism, sustenance and transportation. In this respect, we participated in
policy discussions with various federal, state, and city agencies on matters pertaining to the
planning of the City of Key West and the surrounding areas.
When I opened my business in Wynwood, I became involved with (and went on to serve
as chairman of) the Wynwood Art District Association and as a committee member of the
subsequently created Wynwood Business Improvement District. For several years, I have
participated as an active voice in discussions related to growth, sustainability, planning, and
zoning in the Wynwood Cafe District and BID boundary, which then became the Wynwood
NRD.
In 2015, 1 was appointed to the PZAB by Commissioner Hardemon, after prior serving
on the Code Enforcement Board as an appointee of Marc Sarnoff.
4. Describe any planning or land use or growth management seminars that you have
attended.

I have not attended any planning or land use growth management seminars, other than the
presentations made by the City of Miami staff.
5. Describe any membership in organizations having the primary aim of the furtherance
of dissemination of knowledge of and support of sound planning and implementation
of planning programs.
In years past, I sat on committees of the Wynwood Business Improvement District and
participated in discussions regarding the effective use of public and private space for public
use. I have been part of very public discussions, in both the capacity as a business owner and
in my capacity as a PZAB member, about SAPs, TUPs, public benefits, re -zonings, traffic
impacts, and so much more.
Theses conversations integrate knowledge of public assemblies, pedestrian and
vehicular traffic, the arts, crowds, culture, cultural preservation, politics, quality of life, historic
preservation, and how those concerns are addressed within the existing planning/zoning
framework, and also how the current framework might be affected or evolve and be used into
the future to enhance the whole city and its neighborhoods.

I am a retired City of Miami Employee. I held 5 positions in 4 different Departments all related to the Building/Zoning Process. More specifically I was a Code Enforcement Inspector
for almost 4 years where I was required to enforce the Zoning Ordihace of the City of Miami and I worked for over 16 years in the Building Department helping customers through the entire
Building process which included Planning, Zoning. I worked for almost 4 years in the Office of Hearing Boards and prepared notices, agendas and Resolutions for Boards such as the
Planning Advisory and Zoning Boards. In addition, although it's been over 20 years, I briefly sat on the Zoning Board for the City of Hialeah Gardens until I moved out of that City.
My 24 years as a City employee provided me with an incredible amount of knowledge of the City's Zoning Ordinance and Codes. It also provided me with the unique experience of being
both on the inside and the outside as a 32 year resident, 20 years of which have been as a property owner as well, of the City of Miami and as a Project Manager in construction
and development dealing with the permitting and inspections process in the City of Miami which includes Building, Planning, Zoning, Public Works, Fire and Code Enforcement. My
unique background gives me the ability of seeing the problem and understanding from experience, its consequences and possible resolution in a way that best helps the public interest.

2. Describe your educational background and general knowledge of planning and zoning.
I have a Bachelors degree in Public Administration from Florida International University (FIU). As part of my last semester there I took a graduate level course in Economic
and Community Development which afforded me the opportunity of being part of the FEC corridor study done in partnership with the City of Miami to find better economic
development solutions for the area running alongside FEC railroad tracks. I attended various charrettes where multiple neighborhood and Planning and Zoning issues
were discussed to produce a report with Planning, Zoning, and Business solutions for the area. While I was in the Office of Hearing Boards I also had the opportunity of attending
various Planning and Zoning Seminars as well as attending the Zoning Board Meetings where I learned much of the Zoning Ordinance and how it is applied. As a
Code Enforcement Inspector I was provided with various trainings on the Zoning Ordinance in order to be able to enforce it properly. Over the last 27 years, between my
education and training and experience with the Zoning Ordinance as a City employee as well as my experience in the Public Sector dealing with the Planning and
Zoning Departments to have projects approved, I have become well versed in the Zoning Codes and Processes which would serve as an asset if I were appointed to the PZAB.
3. Describe any prior community or personal involvement that you have had that
demonstrates interest in and concern for planning and planning implementation.
Twenty eight years ago I was a young activist interested in learning what I could do to make my community better. I took time off from my job at the time to attend every
Commission meeting so I could learn how government worked so I could have a say in various community and quality of life issues. I learned quickly that when neighborhoods
were zoned and planned correctly the benefit was increased quality of life. I decided to work for the City in hopes of having a hand in shaping Miami neighborhoods. During
my time at the City I took every opportunity to attend every Planning and Zoning seminar and/or charrette to learn as well provide ideas for a better City. As an inspector I wanted
to do more than just enforcement. I took every chance I had to attend community meetings to teach the public about the zoning codes and explain how it would make their property
and neighborhoods more valuable. Over the years I have attended Zoning/PZAB meetings and spoken out either in favor or against projects that directly affected my neighborhood
or that of my child's school. Many years ago I once lived in the City of Hialeah Gardens for a short period of time however in that short period I was appointed to the
Zoning Board but had to leave when I moved back to the City of Miami. It doesn't matter what City I live in, I will always have an interest in the Planning and Zoning of a City.

attended.
I have attended various Planning and Zoning seminars over the past 24 years while employed with the City of Miami. During my time in the Office of Hearing Boards
I attended the same seminars the Board members were required to attend including some others that were put on by the Planning and Zoning Departments. I also attended
the big seminar for Miami2l when it was first being presented at Miami Dade Community College. As an inspector I attended various trainings/seminars specifically on the Zoning
Ordinance and its application.

As stated above, I have 24 years as a City employee in Departments all dealing with Building, Planning, and Zoning. I have been a community activist working
to ensure the quality of life of my neighborhood and others in Miami through speaking at hearings and attending seminars and charrettes.

• 1 have read and understand the qualifications for members that are set forth in Sec. 62-16 of the City Code, and hereby
certify that:
(1) 1 do not have any interest in the profits or emoluments of any contract, job, work, or service for the city.
(2) 1 am in a position to represent the public interest, and do not have any personal or private interests likely
to conflict with the public interest.
(3) 1 do not hold any elective office in any governmental authority in the county or the city.
(4) 1 am not employed in a full-time capacity by any governmental authority in the county or the city.
(5) As a member or alternate member of the Planning, Zoning and Appeals Board I agree to
participate in at least one seminar on planning or zoning to be held in the state or elsewhere, and approved
by the city, during the course of each calendar year that I remain a member or alternate member of the
Planning, Zoning and Appeals Board. I acknowledge that I am subject to removal from the board if I fail to
meet this requirement each and every year after assuming board membership or alternate membership.
(6) 1 am an elector of the City of Miami.
• 1 agree to immediately notify the city clerk if I cease to be a resident and/or an elector of the city during the term of my
office.
• 1 agree that if I were to become a candidate for elective political office during my term and qualify as a candidate
for elective political office, such qualification shall be deemed a tender of my resignation from the board.
• 1 have read, understand and agree to comply with Section 2-611 of the Miami City Code which prohibits me from
entering into any contract or transact any business with the city or any person or agency acting for the city, or from
appearing in representation of any third party before any board, commission or agency of which I am member. I also
understand that prohibition upon activity which is set forth above remains in effect for a period of two years after I have
left city service.
• 1 have read, understand and agree to comply with Section 2-613 of the Miami City Code which prohibits me
from accepting, directly or indirectly, from any person, company, firm or corporation to which any>purchase order
or contract is or might be awarded, any rebate, gift, money or anything of value whatsoever, except where given for the
use and benefit of the city.
• 1 agree to submit to the city clerk a complete itemized list of all real property owned by me, whether the title be
either legal or equitable, whether owned in whole or in part, including corporate real property yin, which I have a
controlling interest or I am an officer of such corporation. I agree to submit to the city clerk said.. information in the
required form verified and under oath within 30 days of my appointment and I shall include_ the following information
as to each parcel of land:
(1) The legal description and common address;
(2) The municipal or county zoning classification wherein the property is located; and
(3) The manner in which the property is presently being utilized.
• 1 understand that I am required to list only those real properties that are located within the corporate limits of the city
or those properties located 500 feet beyond the corporate limits of the city.
• I agree to comply with all financial disclosure requirements of the City, the County and the State including the
requirements set forth in Section 2-11.1 of the Miami -Dade County Code, and Florida Statutes Sec. 112.3145.
• 1 agree to comply with all ethics course requirements of City of Miami Code Section2-38.
• 1 acknowledge that the code of ethics of Miami -Dade County shall apply to me as a member or alternate member of
the Planning, Zoning and Appeals Board and hereby agree to abide by all the provisions thereof.
• I recognize that membership on the Planning, Zoning and Appeals Board requires my regular attendance and
participation at board meetings.
