A RESOLUTION OF THE MIAMI CITY COMMISSION DIRECTING THE CITY
MANAGER TO ESTABLISH AN ADOPT OR SPONSOR -A -HOMELESS PERSON
ASSISTANCE PROGRAM ("PROGRAM") TO PROVIDE AID TO HOMEOWNERS IN
THE CITY OF MIAMI ("CITY") THAT ARE WILLING TO ASSIST THE LOCAL
HOMELESS POPULATION BY WELCOMING A HOMELESS INDIVIDUAL INTO
THEIR HOME TO LIVE WITH THEM BY PROVIDING A BED AND DAILY
ESSENTIALS SUCH AS FOOD, WATER, ELECTRICITY, AND ANY OTHER
NECESSITIES AS DEEMED APPROPRIATE BY THE PROGRAM AT NO COST TO
THE CITY; FURTHER DIRECTING THE CITY MANAGER TO REVIEW ALL FEASIBLE
OPTIONS TO OBTAIN GRANTS FROM THE MIAMI-DADE COUNTY HOMELESS
TRUST OR ANY SIMILAR AGENCY TO PROVIDE REIMBURSEMENTS TO
PARTICIPANTS OF THE PROGRAM ON AN AS -NEEDED BASIS.

ASSISTANCE PROGRAM ("PROGRAM") TO PROVIDE AID TO HOMEOWNERS IN
THE CITY OF MIAMI ("CITY") THAT ARE WILLING TO ASSIST THE LOCAL
HOMELESS POPULATION BY WELCOMING A HOMELESS INDIVIDUAL INTO
THEIR HOME TO LIVE WITH THEM BY PROVIDING A BED AND DAILY
ESSENTIALS SUCH AS FOOD, WATER, ELECTRICITY, AND ANY OTHER
NECESSITIES AS DEEMED APPROPRIATE BY THE PROGRAM AT NO COST TO
THE CITY; FURTHER DIRECTING THE CITY MANAGER TO REVIEW ALL FEASIBLE
OPTIONS TO OBTAIN GRANTS FROM THE MIAMI-DADE COUNTY HOMELESS
TRUST OR ANY SIMILAR AGENCY TO PROVIDE REIMBURSEMENTS TO
PARTICIPANTS OF THE PROGRAM ON AN AS -NEEDED BASIS.
WHEREAS, data analyzed in 2020 reports that there are 13.2 homeless people for every
10,000 residents in the State of Florida ("State") ranking the State's homeless populations
among the largest in the United States; and
WHEREAS, although Miami -Dade County's ("County") most recent Homeless Census
shows the lowest homeless population in twenty-five (25) years, the City of Miami ("City") still
encompasses the largest homeless population within the County; and
WHEREAS, recurring homeless issues have occurred such as encampments, Florida
Litter Law violations, and other public nuisances which result in public health hazards; and
WHEREAS, the City Manager is directed to establish an Adopt or Sponsor -A -Homeless
Person Assistance Program ("Program") to provide monetary aid to homeowners in the City that
wish to assist the local homeless population by welcoming a homeless individual into their home
to live with them by providing a bed and daily essentials such as food, water, electricity, and
other necessities as deemed appropriate by the Program; and
WHEREAS, the City Manager is directed to explore all feasible options of the City to
obtain grants from the Miami -Dade County Homeless Trust ("Trust') or any similar agency in
order to provide reimbursements to the adoption participants of the Program on an as -needed
basis; and
WHEREAS, the City Manager is directed to explore all feasible options to establish the
Program at no cost to the City;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City Manager is directed to establish the Program to provide aid to
homeowners in the City to assist local homeless individuals by welcoming them into
participant's homes by providing a bed and daily essentials such as food, water, electricity, and
any additional necessities as deemed appropriate by the Program.
Section 3. The City Manager is directed to explore all feasible options of the City to
obtain grants from the Trust or any similar agency, in order to provide reimbursements to the
participants of the Program on an as -needed basis.
Section 4. The City Manager is directed to explore all feasible options to establish the
Program at no cost to the City.
Section 5. This Resolution shall become effective immediately upon its adoption.
