The requested rezoning to T6 8-0 is necessary in order to allow the Applicants to enhance the commercial character of the Property, which is located on Coral Way which is a City designated Transit Corridor. The Applicants' request will allow the Applicant to better utilize the commercially designated Property by allowing a residential mixed -use development that is more compatible with the developing character of SW 27thAvenue and Coral Way in this area. Thus, approval of this application would encourage commercial development within an existing commercial area, which is consistent with Objective LU-1.3. The approval would also serve to encourage redevelopment within a Transit Corridor consistent with Goal LU-1 (5) which promotes Land use patterns that promote the efficient use of land and minimize land use conflicts while protecting and preserving residential sections within neighborhoods. Unlike other T5 O zoned properties along Coral Way, the Property does not abut single family (T3 R) or duplex zoned (T3 O) properties. Therefore, the proposed rezoning would result in a more efficient use of land while simultaneously minimizing potential land use conflicts with lower density residential areas. PZ-19-4416 The Restricted Commercial land use designation on the Property, 03/22/21 areas along Coral Way further removed from the SW 27th Avenue interse spans from Coral Way to the next street to the south, SW 22 Terrace. As a results the Applicant's request does not require a land use change or any amendment to the MCNP. The consistency of the Applicant's request with the Property's existing land use combined with the evolving character of the surrounding area demonstrates the appropriateness of the proposed zoning change to T6-8 O. The Applicants' requested change is also appropriate as it is consistent with successional rezoning regulations. Policy LU-1.3.15 of the MCNP states, "[t]he City will continue to encourage a development pattern that enhances existing neighborhoods by developing a balanced mix of uses including areas for employment, shopping, housing, and recreation in close proximity to each other." The Applicants' proposal furthers this Policy by increasing the residential development capacity of the Property in order to bring more residents within close proximity to shopping, employment and recreation along the Coral Way corridor. Changed Conditions. Coral Way has seen an increase in residential development in recent years and the area is continuing to develop into a more urban environment. The SW 27th Avenue corridor between Coral Way and US 1 has similarly seen a significant increase in multi -family residential development and there is a corresponding increase in pedestrian traffic along both of these corridors as a result. Most recently, the developers of the SW 27th Avenue Metrorail Station , located at the intersection of US 1 and 27th Avenue began to redeveloped the station area with a large mixed -use project that includes multifamily residential units and new commercial uses. Similarly, the MB Station residential mixed use project, at 3170 Coral Way, will soon be completed. These changes to both the Coral Way and SW 27th Avenue corridors in the area make the proposed rezoning appropriate; particularly as the Property is located at the intersection of both of these major corridors.. Commercial Uses. There is clearly a need for additional commercial uses with adequate parking facilities in this area based on the increase in residential development in the area seen in recent years. Coral Way has also become a busier east to west transportation corridor as a result of increased development in Coral Gables and in the Brickell area. PZ-19-4416 Despite the strong development surge that Miami has experienced i 03/22/21 years, no new residential mixed use buildings have been developed in t transect along Coral Way. The greater amount of floor area and density allowed by the T6-8 O transect, as compared with the T5-0 transect, will serve to better accommodate a residential mixed use development with adequate parking. By comparison, the T5 zoned areas along Coral way have experienced very limited residential mixed use redevelopment. There are a few residential mixed use buildings that have been developed under T6-8 or more intense regulations, such as the Gables Marquis, the Aston and the MB Station. The recently redeveloped T- 5 zoned properties along Coral Way were redeveloped with storage facilities or small commercial office projects. Although the T5-0 transect allows commercial uses, the T6-8 O transect is more consistent with the density and intensity of these more recently approved residential mixed use buildings along both Coral Way and SW 27th Avenue. Maintaining the Property's T5-0 zoning would fail to recognize that the T6 8 O zoning for the Property is appropriate at this location on Coral Way which is on a Transit Corridor and only two blocks north of the Pedestrian Shed of the Coconut Grove Metrorail Station (See LU 1.1.10). Compatibility. It is also significant to note that the size of the Property exceeds the minimum size requirement to qualify for rezoning. The size of the Property insures that the proposed rezoning will not create a small isolated transect zone. The development envelope allowed by the proposed rezoning would also be compatible with many of the buildings along SW 27th Avenue and Coral Way in the immediate area that are between 15 and 20 stories in height. These buildings were developed on properties that, like the Property were historically zoned, for higher intensity development under previous zoning codes. For instance, under Ordinance 11000 the Property was entirely zoned C-1 Restricted Commercial. This zoning district allowed a development intensity that is greater than that allowed by the T6-8 O transect. Accordingly, the Applicant's proposed zoning change is compatible with area development and also less intense than the Property's prior zoning under Ordinance 11000. Covenant. The Applicant has contacted the District Commissioner's Office and is aware of concerns expressed by area residents in relation to the amount and speed of traffic on SW 22 Terrace. Accordingly, the Applicant is proffering a covenant that requires a contribution of up to $100,000 towards the City's design and construction of two Speed Tables along SW 22nd Terrace in the vicinity of the Property.
