AND SUNSHINE FOR ALL, INC. FOR BOTH THE 2021-2022 AND 2022- ATTACHED AND INCORPORATED, SUBJECT TO THE AVAILABILITY OF FUNDING, TO PROVIDE HOUSING QUALITY STANDARD INSPECTION SERVICES FOR THE UCHER AND MODERATE REHABILITATION PROGRAMS AND HOPWA PROGRAM; FURTHER AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE ANY AND ALL NECESSARY DOCUMENTS, ALL IN FORMS ACCEPTABLE TO THE CITY ATTORNEY, FOR SAID PURPOSE. ) receives funding from the United States Section 8 Programs and ; and WHEREAS, the Programs require that all applicable properties be inspected during move-in, move-out, and annually to meet minimum housing quality standards; and Housing and Community Development issued a Request for Proposals or qualified and experienced firms for general inspection services including but not limited to Housing Quality Standards Inspections in accordance with the requirements of 25 CFR 982.401 and HQS Handbook Section 7420.3 as well as other types of inspections in accordance with, when applicable, the governing Florida Building Code and other applicable federal, state, and local laws, rules, regulations, directives, codes, and ordinances; and WHEREAS, the RFP was issued on February 5, 2021 with a submission deadline of March 5, 2021; and WHEREAS, the RFP produced a total of two (2) proposals of which both qualified applicants are being considered; and All, Inc. are private nonprofit Sub-recipients as defined under the provisions of 24 CFR 570.500(c) who are eligible to receive funding assistance from the City to undertake activities eligible for such assistance under Subpart C of the regulation; and WHEREAS, the City Administration recommends the award and allocation of CDBG administration and HOPWA program delivery funds as specified in Exhibit , incorporated, to provide HQS inspection services for thePrograms for 2021-2022 and 2022-2023 program years, subject to the availability of funds; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. the allocation of CDBG administration and HOPWA program delivery funds to ABDA and Sunshine, as specified in Exhibit , the 2021-2022 and 2022-2023 program years, subject to the 1 availability of funds, is authorized. 1 Section 3. The City Manager is authorized to negotiate and execute any and all necessary documents, all in forms acceptable to the City Attorney, for said purpose. Section 4. This Resolution shall become effective immediately upon its adoption. APPROVED AS TO FORM AND CORRECTNESS: Pursuant to the resolution, this item became effective immediately upon adoption by the Commission. 1 The herein authorization is further subject to compliance with all legal requirements that may be imposed, including but not limited to those prescribed by applicable City Charter and City Code provisions.
