HomeMy WebLinkAboutR-21-0450City of Miami f Legislation Resolution: R-21-0450 File Number: 10666 City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com Final Action Date: 10/28/2021 A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), ESTABLISHING A NEW SPECIAL REVENUE PROJECT TITLED "FISCAL YEAR 2021 - DEPARTMENT OF HOMELAND SECURITY - FEDERAL EMERGENCY MANAGEMENT AGENCY ('FEMA') - URBAN SEARCH & RESCUE ('USAR') COOPERATIVE AGREEMENT"; APPROPRIATING FUNDS IN AN AMOUNT NOT TO EXCEED $1,332,878.00 CONSISTING OF A GRANT FROM FEMA TO BE USED BY THE DEPARTMENT OF FIRE -RESCUE TO PROVIDE ADMINISTRATIVE AND PROGRAM MANAGEMENT, TRAINING, SUPPORT, EQUIPMENT CACHE PROCUREMENT, MAINTENANCE, AND STORAGE FOR THE SOUTH FLORIDA USAR PROGRAM; AUTHORIZING THE CITY MANAGER TO ACCEPT THE FUNDS AND EXECUTE THE AGREEMENT, IN SUBSTANTIALLY THE ATTACHED FORM; FURTHER AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE ANY AND ALL NECESSARY DOCUMENTS, ALL IN FORMS ACCEPTABLE TO THE CITY ATTORNEY, IN ORDER TO IMPLEMENT THE ACCEPTANCE OF AND COMPLIANCE WITH SAID GRANT. WHEREAS, the City of Miami ("City") has been awarded a grant titled National Urban Search & Rescue Response System Readiness Cooperative Agreement, Agreement Number EMW-2021-CA-0034-S01 ("Grant") in the amount of $1,332,878.00, from the Department of Homeland Security ("DHS"), Federal Emergency Management Agency (TEMA"); and WHEREAS, pursuant to the Grant's stipulations, the funds will be used by the Department of Fire -Rescue for the purposes of providing administrative and program management, training, support, equipment cache procurement, maintenance, and storage for the South Florida Urban Search and Rescue ("USAR") program ("Program"); and WHEREAS, there are no matching City funds required; and WHEREAS, the Grant will commence September 1, 2021 and end August 31, 2024; and WHEREAS, it is appropriate for the City Commission to accept the Grant and to establish a special revenue project for the appropriation of the Grant for the Program; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City Manager is authorized' to accept the Grant and to execute the Agreement, in substantially the attached form, for the Program. The following new Special Revenue Project is established, and resources are appropriated as described below: FUND TITLE: RESOURCES APPROPRIATIONS: Fiscal Year 2021 — Department of Homeland Security — FEMA — USAR Cooperative Agreement FEMA $1,332,878.00 $1,332,878.00 Section 4. The City Manager is further authorized' to negotiate and execute any and all other necessary documents, all in forms acceptable to the City Attorney, to implement the acceptance, administration, and compliance with the Grant. Section 5. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.2 APPROVED AS TO FORM AND CORRECTNESS: 1 i 'ria i `ndez, City Attor iey 10/712021 ' The herein authorization is further subject to compliance with all legal requirements that may be imposed, including but not limited to those prescribed by applicable City Charter and City Code provisions. 2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the date it was passed and adopted.
