Subject: Accept Proposal - Parking Surcharge Administration Consultant Services
Purpose of Item:
The nature of this item is to respectfully request a resolution of the Miami City
Commission with attachments, accepting the sole proposal received June 11, 2021,
pursuant to request for proposals ("RFP") no. 1245391, from the responsive and
responsible Proposer, Complete Consulting Services Group LLC. ("CCSG") for the
provision of parking surcharge administration consultant services, for the Finance
Department ("Finance"), for an initial period of two (2) years, with an option to renew for
three (3) additional one (1) year periods; authorizing the City Manager to execute the
negotiated Professional Services Agreement ("PSA") in a form acceptable to the City
Attorney, further authorizing the City Manager to negotiate and execute any and all
documents, including any amendments, renewals, and extensions subject to all
allocations, appropriations and budgetary approvals having been previously made and
in compliance with applicable provisions of the Code of the City of Miami, Florida, as
amended, ("City Code"), including, the City of Miami's Procurement Ordinance, Anti -
Deficiency Act, and Financial Integrity Principles, all as set forth in Chapter 18 of the
City Code, in a form acceptable to the City Attorney, and in compliance with all
applicable laws, rules and regulations, as may be deemed necessary for said purpose.
Background of Item:
On May 7, 2021 the Department of Procurement ("Procurement") issued RFP No.
1245391 to obtain proposals from experienced and qualified firms for the provision of
parking surcharge administration consultant services. On June 11, 2021, one (1)
proposal was received in response to the RFP. On August 10, 2021, the Evaluation
Committee ("Committee") appointed by the City Manager, convened to discuss and
evaluate the sole responsive proposal. A consensus was reached by the Committee,
pursuant to the guidelines established within the RFP.
On August 18, 2021, the City Manager concurred with the recommendation of the
Committee and authorized Procurement to enter into negotiations with CCSG for a PSA
for the provision of parking surcharge administration consultant services. Procurement
and a designated negotiating team successfully completed negotiations with the
responsive and responsible Proposer CCSG and have recommended to the City
Manager the execution of a PSA with CCSG.

A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
ACCEPTING THE PROPOSAL RECEIVED JUNE 11, 2021 PURSUANT TO REQUEST
FOR PROPOSALS NO. 1245391 FROM THE SOLE RESPONSIVE AND
RESPONSIBLE PROPOSER, COMPLETE CONSULTING SERVICES GROUP LLC, A
FLORIDA LIMITED LIABILITY COMPANY ("CCSG"), FOR THE PROVISION OF
PARKING SURCHARGE ADMINISTRATION CONSULTANT SERVICES FOR THE
CITY OF MIAMI'S FINANCE DEPARTMENT FOR AN INITIAL PERIOD OF TWO (2)
YEARS WITH AN OPTION TO RENEW FOR THREE (3) ADDITIONAL ONE (1) YEAR
PERIODS; AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE A
PROFESSIONAL SERVICES AGREEMENT WITH CCSG, IN A FORM ACCEPTABLE
TO THE CITY ATTORNEY; FURTHER AUTHORIZING THE CITY MANAGER TO
NEGOTIATE AND EXECUTE ANY AND ALL OTHER DOCUMENTS, INCLUDING ANY
AMENDMENTS, RENEWALS, AND EXTENSIONS, SUBJECT TO ALL
ALLOCATIONS, APPROPRIATIONS, PRIOR BUDGETARY APPROVALS,
COMPLIANCE WITH ALL APPLICABLE PROVISIONS OF THE CODE OF THE CITY
OF MIAMI, FLORIDA, AS AMENDED ("CITY CODE"), INCLUDING THE CITY'S
PROCUREMENT ORDINANCE, ANTI -DEFICIENCY ACT, AND FINANCIAL
INTEGRITY PRINCIPLES, ALL AS SET FORTH IN CHAPTER 18 OF THE CITY
CODE, IN FORMS ACCEPTABLE TO THE CITY ATTORNEY, AND IN COMPLIANCE
WITH ALL APPLICABLE LAWS, RULES, AND REGULATIONS, AS MAY BE DEEMED
NECESSARY FOR SAID PURPOSE.
WHEREAS, on May 7, 2021, the City of Miami's ("City") Department of Procurement

Services ("Services"); and
WHEREAS, on June 11, 2021, one (1) proposal was received in response to the RFP
from the sole responsive and responsible Proposer, Complete Consulting Services Group LLC, a
Florida limited liability company ("CCSG"); and
WHEREAS, on August 10, 2021, the Evaluation Committee ("Committee"), appointed by
the City Manager, convened to discuss and evaluate the proposal received from CCSG and a
consensus was reached by the Committee pursuant to the guidelines established within the RFP
and a recommendation was made; and
WHEREAS, on August 18, 2021, the City Manager concurred with the recommendation
of the Committee and authorized Procurement to enter into negotiations with CCSG for a
Professional Services Agreement ("PSA") for the provision of the Services; and
WHEREAS, Procurement and a designated negotiating team successfully completed
negotiations with CCSG and have recommended to the City Manager the execution of the PSA
with the sole responsive and responsible Proposer, CCSG;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The proposal received June 11, 2021 pursuant to RFP No. 1245391 from
the sole responsive and responsible Proposer, CCSG, for the provision of the Services for
Finance for an initial period of two (2) years with an option to renew for three (3) additional one (1)
year periods is accepted.
Section 3. The City Manager is authorized' to negotiate and execute the PSA with
CCSG, in a form acceptable to the City Attorney.
Section 4. The City Manager is further authorized' to negotiate and execute any and all
other documents, including any amendments, renewals, and extensions, subject to all allocations,
appropriations, prior budgetary approvals, compliance with all applicable provisions of the Code of
the City of Miami, Florida, as amended ("City Code"), including the City's Procurement Ordinance,
Anti -Deficiency Act, and Financial Integrity Principles, all as set forth in Chapter 18 of the City
Code, in forms acceptable to the City Attorney, and in compliance with all applicable laws, rules,
and regulations, as may be deemed necessary for said purpose.
Section 5. This Resolution shall become effective immediately upon its adoption.
