V op City of Miami Legislation d4 n �e Resolution Enactment Number: R-21-0454 File Number: 10953 City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com Final Action Date:10/28/2021 A RESOLUTION OF THE MIAMI CITY COMMISSION DIRECTING THE MANAGER TO WORK WITH THE LIBERTY CITY REVITALIZATION TRUST ("TRUST") AND THE DEPARTMENTS OF PLANNING AND ZONING TO ALLOW FOR A CULTURAL COMPONENT WITHIN THE TRUST'S BOUNDARIES TO CREATE THE LIBERTY CITY SOUL DISTRICT. WHEREAS, pursuant to Resolution No. 21-0296, adopted on July 8, 2021, the City Commission directed the City Manager to take any and all necessary steps to begin the process of designating the Boulevard as a cultural corridor; and WHEREAS, the City Commission, the Liberty City Revitalization Trust ("Trust"), and community stakeholders desire to use "the arts, design, entertainment and historical legacy to revision and market the quality of community and economic development in Liberty City" by establishing the Liberty City Soul District ("District") within the boundaries of the Trust; and WHEREAS, the intent District would enhance the area as a tourist destination, encourage heritage retail and cultural/historic business, support current resident -owned businesses, promote a cultural fagade, provide more culturally themed businesses, establish a critical mass of retail by promoting the historic culture of the community; and WHEREAS, the District will highlight the important cultural legacy of the area and at a minimum consider City of Miami ("City") Trolley stops; monuments, sculptures, and a walkway of history at the 121" Avenue Wall; enhanced landscaping with water features, lights, and sculptures at Shadavia Jenkins Park; restaurants, arts and entertainment along 171" Avenue to highlight Martin Luther King, Jr. Boulevard Muhammed Ali Mural; as well as the listing of the District's historical sites on national and state registries; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City Manager is hereby directed to work with the Trust and the City's Departments of Planning and Zoning to allow for a cultural component withing the Trust's boundaries to create the District. Section 3. This Resolution shall become effective immediately upon adoption.
